We examined M/WBE utilization for several different cross sections <strong>of</strong> contract <strong>and</strong> procurement<br />

data, including, federally-assisted transportation contracts, locally-funded contracts, prime<br />

contracts, major procurements (contracts over $50,000 in 2010 <strong>and</strong> over $10,000 prior to that<br />

time), <strong>and</strong> non-major procurements. We also examined M/WBE utilization both before <strong>and</strong> after<br />

June 2008, when the most recent revisions to the City’s M/WBE <strong>and</strong> CSB ordinance went into<br />

effect. <strong>The</strong>se statistics are documented below in Tables 7.1 through 7.20.<br />

Next we <strong>com</strong>pared the City’s <strong>and</strong> its prime contractors’ use <strong>of</strong> or collaboration with M/WBEs to<br />

our measure <strong>of</strong> M/WBE availability levels in the relevant market area. If M/WBE utilization is<br />

lower than measured availability in a given category we report this result as a disparity.<br />

Table C provides a top-level summary <strong>of</strong> our disparity findings for the 2012 Study for<br />

Construction, AE-CRS, Services, <strong>and</strong> Commodities. We find significant evidence <strong>of</strong> disparity in<br />

the City’s contracting <strong>and</strong> procurement activity in a number <strong>of</strong> categories, despite the operation<br />

<strong>of</strong> the M/WBE Program between 2006 <strong>and</strong> 2010 <strong>and</strong> the CSB Program between June 2008 <strong>and</strong><br />

2010.<br />
