Female Business Enterprise Program: Overview <strong>and</strong> Feedback Interviews<br />

• Maintain such records as the Director requires that demonstrate <strong>com</strong>pliance with the<br />

program <strong>and</strong> the contract's requirements relating to CSB, MBE, <strong>and</strong> FBE<br />

participation.<br />

• Comply with all provisions <strong>of</strong> the program. Any failure <strong>of</strong> the contractor or any<br />

subcontractor to <strong>com</strong>ply with applicable provisions shall constitute a material breach.<br />

6. Contract Performance Compliance <strong>and</strong> Monitoring Procedures<br />

a. Reporting Procedures<br />

OEO is responsible for monitoring a contractor's <strong>com</strong>pliance with the terms <strong>of</strong> the contract <strong>and</strong><br />

the requirements <strong>of</strong> the program. <strong>The</strong> Director <strong>and</strong> the Administrator may require such reports,<br />

information <strong>and</strong> documentation from contractors, bidders, contracting Departments, <strong>and</strong> other<br />

City personnel necessary to determine <strong>com</strong>pliance.<br />

Contracting Departments are to maintain accurate records for each contract awarded, including<br />

the dollar value, the nature <strong>of</strong> the goods <strong>and</strong> services to be provided, the name <strong>of</strong> the contractor,<br />

the efforts it employed to solicit bids from CSBs, MBEs, <strong>and</strong> FBEs, <strong>and</strong> all subcontracts awarded<br />

by the contractor, including dollar value, the nature <strong>of</strong> the goods or services provided, <strong>and</strong> the<br />

name <strong>of</strong> each subcontractor.<br />

b. Data Collection Procedures<br />

Clevel<strong>and</strong> has implemented an electronic contract <strong>com</strong>pliance system that provides a City-wide,<br />

end-to-end system to manage contracts, concessions, <strong>and</strong> CSB, MBE <strong>and</strong> FBE certifications,<br />

plus sets project-specific goals <strong>and</strong> tracks bids <strong>and</strong> utilization plans. It further notifies the small<br />

business <strong>com</strong>munity <strong>of</strong> relevant opportunities <strong>and</strong> events. <strong>The</strong> City has installed the B2GNow<br />

system’s following functionality:<br />

• Contract <strong>com</strong>pliance with multi-tier subcontractor tracking;<br />

• Vendor management, including aggregation <strong>of</strong> all vendor information into a single<br />

pr<strong>of</strong>ile reference point, with contact information, key employees, applicable<br />

certifications, registration data, prime/sub contracts, bid participation, non-contract<br />

payments, etc.;<br />

• CSB, MBE <strong>and</strong> FBE certification management;<br />

• CSB, MBE <strong>and</strong> FBE online application information <strong>and</strong> forms; <strong>and</strong><br />

• Interfaces with the City’s existing financial system.<br />
