C. Geographic Market Definition for Contracting and Procurement
To determine the geographic dimension of the City of Cleveland’s contracting and procurement
markets, we used the Master Contract/Subcontract Database, as described in the previous
section, to obtain the zip codes and thereby the county and state for each contractor and
subcontractor establishment identified in the database. Using this location information, we then
calculated the percentage of City contract and subcontract dollars awarded to establishments by
state and county during the study period.
As discussed above, the geographic market area is defined as that region which accounts for
approximately 75 percent of overall contracting and procurement spending by a given
