The work has evolved from inception to using Address Event Representation (AER) [12, 153, 155, 161-164, 183, 184]. as a way of addressing the issues involved with transmission of visual signal processing information with coding of the signal to avoid extensive wiring between system components, namely between the sender chip and the receiver chip. Use of AER will also reduce bit rate and hence power requirements. This is important if telemetry is used; to keep specific absorption rate (SAR), to acceptable limits. In the USA the SAR limit is 1.6 W/kg, averaged over a volume of 1 gram of tissue, for the head. In Europe, the European Union Council has adopted the recommendations made by the International Commission on Non- Ionising Radiation Protection (ICNIRP Guidelines 1998). These recommendations set a SAR limit of 2.0 W/kg in 10g of tissue.[185] In terms of physical size of a retinal implant chip it must fit within the eyeball: vertical diameter is 24 mm; the transverse being larger. The weight of the human eye is 7.5g. The volume is 6.5 ml (0.4 cu. in.) and the weight is 7.5 g (0.25oz). 51 of 200

The brain contains up to 100 billion processing units called neurons, each having a switching delay of several milliseconds. The fast reaction of the brain is achieved by massive parallel processing; due to the networking of these neurons, i.e. massive interconnection. The basic component parts of a neuron are the axon – signal output, the synapse – the interface between the axon of one neuron and the input to the dendrites (thread like connections to the body of the neuron) of the next, and of course the body (soma) itself.
