high proportion of their aid through budget<br />

support. 12 Overall, budget support accounted <strong>for</strong><br />

5% of total bilateral ODA in 1999–2003, some of<br />

which went to basic education (Figure 4.10). The<br />

Fast Track Initiative (FTI) Secretariat estimates<br />

that 15% of budget support can be ascribed to<br />

education, half of which goes to basic education<br />

(FTI Secretariat, 2004). Based on the data<br />
