Calculating the EDI<br />

The EDI is the arithmetic mean of its four<br />

components – total primary NER, adult <strong>literacy</strong> rate,<br />

GEI and survival rate to Gra<strong>de</strong> 5. As a simple<br />

average, the EDI may mask important variations<br />

among its components: <strong>for</strong> example, results <strong>for</strong><br />

goals on which a country has ma<strong>de</strong> less progress<br />

can offset its advances on others. Since all the <strong>EFA</strong><br />

goals are equally important, a synthetic indicator<br />

such as the EDI is thus very useful to in<strong>for</strong>m the<br />

policy <strong>de</strong>bate on the prominence of all the <strong>EFA</strong> goals<br />

and to highlight the synergy among them.<br />

Figure A1.5 illustrates the calculation of the EDI,<br />

again using Tunisia as an example. The total primary<br />

NER, adult <strong>literacy</strong> rate, value of the GEI and survival<br />

rate to Gra<strong>de</strong> 5 in 2002 were 0.984, 0.748, 0.891 and<br />

0.925, respectively, resulting in an EDI of 0.886:<br />

Constituents<br />

All data used to calculate the EDI <strong>for</strong> 1998 and 2002<br />

(or 2001, where more recent data were not available)<br />

are from the UNESCO <strong>Institut</strong>e <strong>for</strong> Statistics (UIS)<br />

database, with one exception. Adult <strong>literacy</strong> data <strong>for</strong><br />

some OECD countries, <strong>for</strong> which UIS estimates are<br />

not available, are based on the results of the 2003<br />

European Labour Force Survey.<br />

Only the 121 countries with a complete set of the<br />

indicators required to calculate the EDI are inclu<strong>de</strong>d<br />

in this analysis. Many countries are thus not<br />

inclu<strong>de</strong>d in the EDI. Coupled with the exclusion of<br />

goals 1 and 3, the EDI does not yet there<strong>for</strong>e provi<strong>de</strong><br />

a comprehensive <strong>global</strong> overview of overall progress<br />

towards the <strong>EFA</strong> goals.<br />
