Country ef<strong>for</strong>ts:<br />

increasing<br />

momentum<br />

Progress towards the <strong>EFA</strong> goals is steady, but too slow<br />

in terms of the target dates, especially in sub-Saharan<br />

Africa, South and West Asia, and the Arab States.<br />

The first time-bound goal, gen<strong>de</strong>r parity in primary<br />

and secondary school by 2005, has already been missed.<br />

Accelerating the pace of change sufficiently to meet<br />

the goals <strong>for</strong> 2015 requires more attention to planning,<br />

strategies, resources and key policy issues in many<br />

countries. This chapter examines selected elements<br />

from a sampling of national <strong>EFA</strong> plans, consi<strong>de</strong>rs public<br />

financing and household costs (with updated in<strong>for</strong>mation<br />

on fees at the primary level) and continues the 2005<br />

Report's attention to teachers, focusing particularly on<br />

projected needs. It stresses the necessity of maintaining<br />

momentum towards gen<strong>de</strong>r parity, <strong>de</strong>spite the<br />

disappointment of the missed goal, and the growing<br />

urgency of other crucial issues: inclusion, education in<br />

difficult country circumstances, response to the HIV/AIDS<br />

pan<strong>de</strong>mic, and assuring stu<strong>de</strong>nts’ health and safety.<br />
