would be reasonable to require it in 2012 for a large development. CHS Level 4 is expected to
reduce carbon emissions by 25% compared with a dwelling built according to the 2010
Building Regulations (which higher than the proposed 10%) and is considered optimal in
terms of air quality benefits, especially if ultra NO x boilers and solar hot water or heat pumps
are used 59 . The proposed waste incineration as a heating technology needs to be assessed in
terms of its potentially adverse air quality impacts. The same applies to gas‐fuelled Combined
Heat and Power as these systems need to run more intensely in order to supply power to the
building, which in turn results in elevated NO x emissions 60 .
Suggested Monitoring Regime
9.130 SEA monitoring involves measuring air quality indicators to assess a causal link between the
implementation of the plan and its likely significant effects as reflected in the measured
values of the indicators.
9.131 Monitoring the Local Plan to ensure that any adverse effects which arise during
implementation, whether or not they were foreseen, can be identified and that action can be
taken by Runnymede Borough Council to deal with them.
9.132 Air quality assessments for proposed developments need to be based on monitoring data as
opposed to background pollution data obtained from Defra’s national maps.
