Strategic Context – Sources of relevant objectives and goals Local Plan Relevant objectives and comment Local Policy: Runnymede Sustainable Community Strategy and Corporate Plan, Runnymede (Saved) Local Plan 2007 European Law: European Waste Framework Directive International European Waste Framework Directive(2010) These objectives do not appear to be translated into the Local Plan. 12.3 The aim of the Directive is to promote waste prevention, increase recycling and ensure better use of resources, while protecting human health and the environment. European Waste Incineration Directive(2010) 12.4 The aim of the Directive is to prevent or limit negative effects on the environment, in particular pollution by emissions into air, soil, surface and groundwater and the resulting risks to human health from the incineration of waste. National PPS10 – Planning for Sustainable Waste Management(2005) 12.5 This document discusses the sustainable management of waste. Waste Strategy for England (2007) 12.6 The aim of this strategy is to reduce waste by making products with fewer natural resources. Waste Minimisation Act(1998) 12.7 This act enables local authorities to make arrangements to minimise the generation of waste in their area and for related purposes. Regional Regional Sustainability Framework(2008) 12.8 The Regional Sustainability Framework (RSF) sets a common vision, 25 objectives and four principles that will help guide sustainable development in the South East. Regional Planning Guidance Waste and Minerals 12.9 This guidance is focused upon sustainable design and waste reduction County Surrey Design(2002) 12.10 The purpose of this design guide is to promote high quality design of new development in Surrey The Surrey Waste Plan(2008) 12.11 The aim of this strategy is to reduce waste Local Runnymede Sustainable Community Strategy and Corporate Plan (2012) 12.12 This document aims to build on success and make Runnymede a more sustainable and thriving community in the future. Current Baseline Condition 12.13 The SEA Directive and UK SEA Regulations require that an account be given of the current and likely future composition and condition of the environment in the area covered by the proposed plan. The environmental baseline presented in this section has been compiled from available sources of primary and secondary data that in the main relate to RSF Indicators that have been monitored by the Council in one form or another since 2004. 12.14 With regard to waste management data in Runnymede, the 2011/12 National Indicator (NI) returns for NI 192 shows that 6479 tonnes of recycling was collected from household kerbsides, and a total of 47% of all waste was recycled, including kerbside recycling, green garden waste and food waste. 12.15 Regionally inter regional movement of waste can also be looked at to provide a baseline. In the South East in 2007 2,173,311 tonnes were land filled from London to the South East. 68 12.16 Table 77 provides a summary of the key environmental issues and challenges that have been identified as having particular relevance to the Council’s emerging Local Plan on this receptor. Those issues and challenges have been identified from the baseline environmental information as well as through discussion with various officers within the Council and external statutory and non‐statutory consultees. Table 77 – ER07 Summary Key Environmental Issues and Challenges Receptor [ER07] Materials Efficiency and Waste Key Issues, challenges and potential responses for the Local Plan Summary: A considerable amount of materials used in the construction and maintenance of the built environment are non-renewable. Equally, a considerable proportion of the waste sinks into which current waste is stored are finite. These two problems will become more acute as time progresses through the plan period. Evolution of Baseline Condition Issues and Challenges: Runnymede generates significant volumes of waste. The majority of waste is dealt with in-county, along with waste imported to the county from London and other parts of the South East. Possible LP Response: The LP could bring forward policies to reduce further the amount of waste that is generated and to increase the use of recycled or recovered materials in the maintenance or construction of urban developments and supporting infrastructure. How LP Responded: The LP does not have a policy for materials efficiency and waste. 12.17 Domestic and commercial waste is generated in Runnymede. A reduction in the amount of waste that is generated from processes within the borough and the steps used to process this waste could, depending upon how this is implemented, result in adverse or positive effects. Potential Impact Pathways MEW1: Use of Resources 12.18 Depending upon how material resources are used within the borough will indicate adverse or beneficial effects in relation to materials efficiency. MEW2: Generation of wastes 12.19 The generation of waste within Runnymede have the potential to cause adverse or positive effects depending upon how they are managed. Consideration of Policy and its Alternatives on ER07 Policy LP01: Strategy for the Location of Development 12.20 With regard to the SEA (Appendix 4) the policy options will all have an adverse impact. When consideration is given to the impact on the pathways the adverse effect is clear. It is an inevitable consequence of new development that the use of materials and the generation of waste will be negative. It is difficult to avoid this conclusion, but the Plan needs to ensure that future development is accommodated.
