15.57 SP06 has mixed effects on impact pathway LVA2 (impacts from development and infrastructure maintenance/improvement). This depends on the extent of improvements required. However high design standards would be expected to improve visual amenity. SP06‐A1 also has mixed effects for the same reason as the preferred policy. 15.58 No SA Discussion. Policy SP07: Thames Basin Heaths Special Protection Area 15.59 There is no reasonable alternative to the policy, as it provides a tested mechanism to facilitate development. However, the overall impact on the receptor is beneficial with regard to the SEA receptor (Appendix 4) for policy SP07. 15.60 No SA Discussion. Policy SP08: Employment Development 15.61 The beneficial impact of policy SP08 and SP08‐A1 is noted with regard to SEA (Appendix 4). 15.62 Having regard to the conclusion of SA in Appendix 3, overall, all the policy approaches have a neutral/positive impact. However, there is an adverse affect form the SP08‐A1 on RSF 3 (reducing poverty) , RSF 6 (creating vibrant communities), RSF 9 and 11 (stimulating the economy), and RSF 12 (developing a dynamic economy), RSF 13 (maintaining a skilled workforce), RSF 21 (improving transport), SP08‐A1 is less acceptable in the SA analysis. The need to accommodate growth will have a consequence for all the receptors, but the impact of the alternatives is different in a negative way and so SP08 is clearly more acceptable. 15.63 SP08 overall in the SA consideration does not have an overall different impact to the alternative but it is more positive. Policy SP09: Sustainable Transport 15.64 With regard to SEA receptor ER10 (Appendix 4), the overall conclusion for the policy is a beneficial effect. The policy has a beneficial effect on impact pathway LVA1 (impacts from new development and infrastructure), as new transport‐related infrastructure will make a positive contribute towards visual amenity. 15.65 The policy has beneficial effects on impact pathway LVA2 (impacts from development and infrastructure maintenance/improvement), as existing infrastructure will make a positive contribute towards landscape and visual amenity. 15.66 No SA discussion. Policy SP10: Development and Flood Risk 15.67 SP10 does not have any alternatives. Overall in terms of SEA (Appendix 4) SP10 is deemed to have a neutral effect on the environmental receptors. 15.68 No SA discussion.
