4.4 PPS 12 further attempts to clarify the relationship in terms of the community it serves, in that it states: “The core strategy [Local Plan] is critical in delivering corporate and community aspirations…” 4.5 The Planning Advisory Service (PAS) describes the relationship between the Local Plan (formally LDF) and the SCS as: 4.6 Going on to say that: “The role of the local development framework is to turn the sustainable community strategy’s strategic vision into policy that guides and shapes development over 15 to 20 years after the plan’s adoption.” “The core strategy [Local Plan] should act as the spatial vision of the sustainable community strategy and it should aim to cover a wide range of policies and programmes.” 4.7 In terms of the Local Plan, Government guidance on SEA advises local planning authorities to test the fit of proposed plans with the policies, strategies, and legislation that comprise the context in which those plans will be delivered. The aims of such an exercise are as follows. Wider strategic context “To ensure that proposed plans are consistent with the higher tier goals and objectives that have been set in relation to the specific issue (or issues) that afford the principal focus for the plan.” 4.8 Clearly, ascertaining whether or not the Local Plan takes account of environmental protection goals and objectives and delivers sustainable development as set out in policy and strategy is important. Numerous local, regional, national, and European policies including laws at the national and European levels are set out in Appendix 10. Local Plan Strategic Context Fit 4.9 Based on Local Plan objectives listed in Table 12, a strategic high‐level review of the Local Plan has been undertaken against policies, strategies, plans, and laws listed in Appendix 10, and have been summarised in the Table 13. Each environmental receptor chapter contains a more focused evaluation of this policy context fit. Table 12 – Local Plan Strategic Policy Objectives LP Objective Strategic Policy Objectives of the Local Plan 1 To make best use of previously developed land (PDL) in the urban areas of Runnymede, particularly Addlestone, Chertsey and Egham. 2 To create a vibrant and sustainable new community at the former DERA site, Longcross. 3 To provide sufficient housing in Runnymede’s urban areas to help deliver regional housing targets and meet the needs of local people. 4 To support the local economy for the future benefit of businesses, residents, and those who work in Runnymede. 5 To protect existing well located employment areas within Runnymede. 6 To protect and enhance the vitality and viability of the retail centres of Addlestone, Chertsey, Egham and Virginia Water and maintain the local shopping areas. 7 To protect and enhance Runnymede’s open spaces for recreational, leisure and tourism purposes while conserving their biodiversity. 8 To protect and enhance the Green Belt so as to maintain openness and visual amenity, and to prevent urban sprawl and the coalescence of Runnymede’s urban areas. 9 To manage and mitigate the flood risk that is faced by people and property particularly in the areas of Addlestone, Chertsey, Egham and Thorpe. 10 To conserve, protect and enhance Runnymede’s natural and historic environments. 11 To ensure that all new development in Runnymede is of high quality design and complements and improves the character and the quality of the built environment. 12 To help tackle the causes and effect of climate change, encouraging sustainable construction, energy efficient design, renewable energy provision, sustainable travel and recycling. LP Objective Strategic Policy Objectives of the Local Plan 13 To ensure that the physical and social infrastructure needed to support new development is provided in a timely fashion. 14 To promote the use of public transport, cycling and walking and reduce the need to travel, ensuring that new development is sustainably located. 15 To protect natural resources and minimise the effects of all forms of pollution on the local community and the environment. 4.10 Consequently, the conclusions drawn about the extent of the plan’s consistency with the objectives of the policies, strategies and plans that define its strategic context only relate to its apparent capacity to contribute to their stated goals. The extent to which that capacity is realised in practice will depend on the way in which the Local Plan is implemented. Objectives: All Comment: The aims of local strategies are adhered to in the Local Plan objectives 4.11 Preliminary analysis of the strategic fit of the Local Plan with the wider context of sustainable development policy (Table 13) indicates that the proposed plan has considerable potential to contribute to a wide range of strategic goals. A more detailed analysis will made under each ER Section and will identify specific environmental protection policy goals and targets to which the proposed Local Plan could reasonably be expected to contribute to. 4.12 It should be noted that there are likely to be significant differences between the Local Plan’s potential contributions and its actual contributions to the realisation of broader policy goals.
