European Nitrates Directive (1991)
6.6 The European Nitrates Directive aims to protect water quality across Europe by preventing
nitrates from agricultural sources polluting ground and surface water and by promoting the
use of good farming practices.
National
Human Rights Act (1998)
6.7 The Human Rights Act requires public authorities to comply with the Human Rights
Convention. Individuals have the right to take court proceeding if they think that their
convention right have been breached.
National Planning Policy Framework (2012)
6.8 This document sets out the Governments planning policies for England and how these are
expected to be considered in terms of planning policy and development management with a
presumption in favour of sustainable development.
Regional
The South East Plan (2009)
6.9 Although likely to be revoked before the plan is adopted this document takes account of
housing provision for the South East including Runnymede.
The South East Region Inclusion Statement (2002)
6.10 The statement identifies a number of issues related to housing, transport, crime, education
and skills, enterprise, health and ‘quality of life’ issues.
County
Surrey Strategic Partnership Plan (2010)
6.11 The Surrey Strategic Partnership Plan identifies improvements to Surrey in relation to living,
working and business in the county.
Local
Runnymede Sustainable Community Strategy and Corporate Plan (being replaced 2012)
6.12 The sustainable community strategy and corporate plan identifies the following needs:
maintaining clean and safe streets, increasing access to health and social support facilities,
supporting vulnerable people, promoting sports and leisure facilities and supporting
communities.
Runnymede Equality Policy and Action Plan
6.13 The Runnymede Equality Policy and Action Plan supports the Council’s aim to ensure that its
services are equally accessible by all people who need them, irrespective of gender, race,
disability, religion, belief, sexual orientation or age.
Runnymede Fuel Poverty Strategy
6.14 The Runnymede Fuel Poverty Strategy looks at ways to reduce fuel poverty within the
borough.
Current Baseline Condition
6.15 The SEA Directive and UK SEA Regulations require that an account be given of the current and
likely future composition and condition of the environment in the area covered by the
proposed plan. The environmental baseline presented in this section has been compiled from
available sources of primary and secondary data that in the main relate to RSF Indicators that
have been monitored by the Council in one form or another since 2004.
