SEA Environmental Receptor Framework 3.23 The proposed SEA framework is in line with what officers consider to be recent good examples of SEA framework methodologies (24) . This has resulted in a receptor focused method being used to carry out the SEA. It was used to identify, examine and report significant risks to and opportunities for the environment that might arise from the implementation of the Local Plan. The receptors used are generic and relate directly to the topics/factors identified as being important for the environment by European and UK law (25) . 3.24 Assessment of the Local Plan against this analytical framework contributes to the plan‐making process by identifying risks of significant impacts to which different environmental receptors might be exposed, and suggesting opportunities for avoiding or mitigating those risks. The assessment can also inform the development of a monitoring framework that would enable the Council to evaluate actual performance of the Plan in relation to the environment against that which the SEA predicted, including unforeseen effects. 3.25 Ten receptors form the analytical framework for the SEA and are listed in Table 7. For each receptor a number of impact pathways have been identified. Table 7 – Analytical framework for the Strategic Environmental Assessment Environmental Receptor ER01 Natural Environment and Biodiversity: The receptor covers effects on the natural environment in terms of plants, animals and earth heritage assets, and on biodiversity in terms of habitats and species. A separate report will be prepared in which the potential for the Local Plan to give rise to significant adverse impacts on sites of European or International nature conservation importance. This report will address compliance as required by the EU Habitats Directive and the UK Habitats Regulations 2010.
