16.117 Monitoring is considered an integral component of the SEA Directive and implementing SEA Regulations. To this end each section suggests a monitoring regime appropriate to the issues of concern to the environmental receptor. These will provide the framework basis to be employed as part of the Council’s monitoring regime for the SEA and Local Plan. 16.118 Following the production and adoption of the Council’s Local Plan, a monitoring framework will be deployed to enable the Council to evaluate actual performance of the Plan in relation to the environment receptors against that which the SEA predicted, including any unforeseen adverse effects. SEA and SA Conclusion of the Local Plan Policies Location Policy 1 (LP01) – Strategy for the Location of Development 16.119 In terms of LP01 the three alternatives, all exhibit the same overall potential effect level in terms of SEA and a range from uncertain to mixed in terms of SA. 16.120 Policy LP01 is chosen because it satisfies the overall strategy and does not have a significantly different impact to the other alternatives. It is considered that it will bring greater benefits in the round. There is particularly as it relates to the release of the former DERA site from the green belt for development. This links to the more detailed policy guidance that explores how the strategy is to be developed. 16.121 Planning for future homes in Runnymede is a key function of this Strategy and a major component of the Sustainable Community Strategy (SCS). A range of housing is needed to meet the future needs of the population in the Borough; this includes homes for families and for first time buyers, and for the elderly, who are forming a growing proportion of the total population. There is a particularly strong need to provide affordable housing to meet the needs of those who cannot afford to buy or rent at market levels. Previous consultations on the Core Strategy have identified support for the location of new homes within urban areas, including in the town centres. 16.122 It is important to note that the Borough housing allocations are not set at a maximum level, and where there is an identified local housing need, and other sustainability criteria can be met, national policy encourages the provision of increased numbers of dwellings. Provision has been made for windfall sites in the Plan and they are an integral part of supply and will need to taken into account as part of the Infrastructure Delivery Plan, the Community Infrastructure Levy and when recognising the requirements for the Thames Basin Special Protection Area (TBH SPA). 16.123 In summary LP01 will result in focusing development within the existing urban areas with the exception of a new centre at DERA. 16.124 The Local Plan team rejected two alternatives to Policy LP01, these were: LP01‐A1: To propose no additional growth but to respond to development schemes as they arise following the guidance in the NPPF to permit sustainable development. This ignores the SCS, excludes DERA for housing as it would remain in the green belt, but it would include the extant permission for commercial development. However, under the policy L02 further work is required to consider the consequences of choosing the housing options that require green belt releases; LP01‐A2: To focus solely on Addlestone for promoting significant development using the 2012 quantum’s of developments (that formed the early work on the SCS) and let other areas respond to development as option 2 [LP01‐A1]. This would exclude DERA for housing as it would remain in the green belt, but it would include the extant permission for commercial development. 16.125 The implications of the policy and the alternatives on the receptors are uncertain. There is no consistently acceptable alternative in respect of the impact on the receptors and pathways. All alternatives have similar negative and positive. Accordingly there is no strong guidance from the impact on the receptors to assist with the selection of the preferred alternative. 16.126 The Council’s HRA considered three Local Plan policies – LP01, LP02 and LP08 and their ability alone or in combination with other plans or projects to adversely affect the integrity of two European site – Thames Basin Heaths SPA and Thursley, Ash, Pirbright and Chobham SAC. Based on the information available but against the advice of Natural England, the Council was able to ascertain that implementation of policies LP01, LP02 and LP03 would not alone or in combination with other plans or projects adversely affect the integrity of either European site. 16.127 Having regard to the conclusion of both the SEA in Appendix 4 and the SA in Appendix 3, overall, all the policy approaches have a mixed beneficial impact.
