The Y axis positions the same factor vertically and demonstrates the opportunities and threats it will bring in the future. The results of the SWOT competitive assessment for Batumi, Rustavi, Kutaisi and Tbilisi are presented below. Finally, Tbilisi team evaluated a complete list of competitiveness factors in their city in comparison to other cities. 23
