1. STRUCTURING TEAMS DEALING WITH THE PLAN DEVELOPMENT In the whole process the preparatory and conceptual works have been separated from the decisionmaking tasks on each stage of the Plan development. The teams and task separation are structured in such a way that selected groups of specialists can perform all the tasks that require professional background in accordance with good practice principles. If the team members are selected in this way, they are able to come to conclusions more effectively. The scope and diversity of issues tackled in the Plan are worth emphasising. The team members’ ability to synthetise and to analyse problems thoroughly will be a desired feature. The teams taking part in the Plan development: • Working Team • Interdepartmental Team • Social Council • Mayor and The City Council of Tbilisi • Specialists commissioned to perform special tasks The Working Team consists of 3-5 people – the employees of the Economic Policy Agency. The Coordinator of the Working Team works is Mr Davit Darsavelidze. This group is also a part of the Interdepartmental Team. The Interdepartmental Team is a group having a consulting and conceptual character. It consists of members of individual Departments of Meria – the experts on the areas that are crucial for the growth of the City. The team is responsible for the Plan merits. The Interdepartmental Team consists of people working in the following Meria departments: − Economic Policy Agency − Finance Agency − Municipal Improvement Agency − Property Management Agency − Urban Planning Agency − Transport Agency − Social Service & Culture Agency − Waste Management Agency − Health & Social Affairs Agency − Emergency Agency − Citizenship & Integration Agency − “Tbilisi Water” Ltd. (Municipal Enterprise) − “Metropolitan” Ltd. (Municipal Enterprise) The Interdepartmental team has also been joined by the administration workers from individual parts of Tbilisi: − Isani-Samgori − Didube-Chughureti − Gdani-Nadzaladevi − Vake-Saburtalo − Didgori − Old Tbilisi 35
The Coordinator of the Team works is Mr Zviad Archuadze, the Director of Economic Policy Agency Social Council – consists of leaders of social/professional groups and heads of institutions, businesses and organisations that are important to the City. The Council plays a specific role – as a matter of fact it is an opinion-making body, so its members cannot be appointed at random. The Council’s structure should be an extension of the Interdepartmental Team. 2.. PLAN PREPARATION PHASES – FIRST EDITION Phase one – Organisation of teams and adoption of the procedure • Appointing the Working Team • Appointing the Interdepartmental Team • Appointing the Council of City and Commune Development • Appointing the group of consultants • Adopting the Plan preparation procedure • Recognising techniques and tools to carry out works • Adopting a detailed timetable of the Plan preparation Phase two – The assessment of the development and competitiveness level of the City being a centre of business activity that offers high quality of life to its residents. • Collecting and analysing data about the present situation and perspectives of local development, including a survey of local businesses, • The analysis of the City situation in key areas, • The analysis of the City Development Strategy implementation process, • Writing reports about the analyses, • Writing the SWOT (strengths, weaknesses, opportunities, threats) analysis, the identification of key problems and defining the development priorities. Phase three – the Plan preparation • Selection of the priorities and developing the Local Development Plan, • Defining the Plan implementation indices (of its product, result and impact) being the basis of the strategy implementation monitoring system, • Deciding on the material scope of the Plan, including an initial list of the strategic implementation projects. Phase four – Preparing the Plan document, consultations and final approval. • Defining the rules, procedures and tools for the works on the Plan, • Collecting the implementation projects, their evaluation and selection, • Developing the draft Plan document, • Presentation, consultations and modifications of the draft, • Passing the resolution by The City Council 36
