Main task
Full technical and organisational service during
the Plan preparation
The Team members should gradually overtake
the role of external consultants and become the
main body that manages the Plan.
Detailed tasks
• To collect and analyse information necessary
for the assessment of the situation of the City
and for reaching the development strategy
goals,
• To build and run data bases necessary to
manage the City growth,
• To hold meetings, write programmes and
material packets for the meetings,
• To take minutes at the meetings
• To collect other information necessary for the
Plan development, e.g. about the effectiveness
of similar or already tested solutions,
• To participate in all the meetings of other
bodies where the Plan is discussed,
• To organise and participate in the process of
creating the Plan,
• To define the scope of possible cooperation
with the consultants.
To identify key problems and decide on the
Plan concept; to present the Plan to the
Council and other organisations
• To review materials prepared by the
Working team and the consultants,
• To conduct a SWOT analysis
• To identify and recommend the key
problems, the Plan priorities and the
strategic projects to the Social Council of
Tbilisi,
• To approve the draft Plan and to present
the Plan to the Social Council,
• To participate in the process of
consultation and approval.
To review key problems of social and
economic situation of the City, to select
priorities and adopt the final version of the
Plan
• To participate in the Plan development
through the analysis and evaluation of the
reports concerning the process,
• To select priorities around which the Plan
activities will be structured,
• To discuss the draft Plan , to present
opinion about it and to recommend
possible modifications,
• To present and consult the Plan in their
environments,
• To approve the final version of the Plan,
• To present the Plan to the City Council.
