On that common basis the city management framework can be build. The following assumptions of the integrated strategic management system condition its success: • the vision and the objectives of the local community have been identified; • the process of development planning is fuelled by the needs and preferences of social partners and service receivers; • the management system is based on translating the strategy vision and objectives into the implementation plan priorities and the results of the completed projects; • responsibilities are fairly shared by politicians, professional and social partners; • institutional development is based on a step-by-step process and implementation plans are updated annually; • the indices of projects implementation are based on strategic objectives and on social expectations; • the effective monitoring and updating system is based on a repeatable process; • the annual budget preparations and the plan of strategy implementation are fully integrated; • the system of project management and inter-sector groups work has been implemented; • personal responsibilities have been defined and the staff training system has been implemented. Taking into account that strategic planning process starts from long term vision and step down to operational everyday tasks and services, three levels of the system should be identified: • Long-term strategy/policy planning framework. • Mid-term strategy implementation framework. • Operational task/service management framework. 9

Mid-term strategy implementation framework consists of service plans following sectoral strategies, a capital improvement plan (CIP), a mid-term financial plan (FP) and a city corporate development plan (CCDP). That is the integration platform for different sectoral objectives with city longterm goals (CDS) and financial and technical possibilities (CIP and FP). The operational level is based on a city budget (CB) and consists of annual departmental service plans. Effective strategic management of local government, requires coordinated planning and monitoring systems that enable key decision makers, both political and 10
