Phase Two – the assessment of the development and competitiveness level
of the City as the centre of entrepreneurship that provides its residents high
quality of life:
• collecting and processing information about the condition and
perspectives of local development, including a series of surveys,
• the analysis of the City’s condition in key areas,
• the analysis of the City Development Strategy and LED program
implementation results,
• writing reports about the analyses,
• conducting the SWOT analysis (strengths, weaknesses, opportunities
and threats), identifying key problems and defining development
priorities.
Phase three – the Plan development:
• the review of strategic objectives
• defining the Plan implementation indices (input, output, outcome and
impact) as the basis of the monitoring system of the city development
strategy implementation,
• adopting the subject-matter material scope of the Plan, including the
initial list of the strategic implementation projects.
Phase four – preparing the Plan document, consultations and the approval:
• gathering implementation projects, their assessment and selection,
• preparing the draft Plan document,
• presentation, consultations and modifications of the draft,
• adopting the resolution by the City Council.
