5. Strategy implementation
5.1. Tbilisi booming regional gateway action plan
Directing the new potential of Tbilisi towards this aim will first of all lead to stimulating the
growth of the city as an internationally recognized metropolitan center. It can be achieved
by means of the effective use and development of its existing business research, cultural,
sports and tourist potentials as well as by strengthening its role as one of the regional
service centers.
Tbilisi, being a metropolitan area, boasts:
numerous research organizations, business environment institutions (banks, trade fair
agencies, chambers of industry and commerce, the market of real property services,
business associations),
a significant potential in science and education,
important cultural organizations and institutions (a theater, a concert hall, a museum,
art galleries, artistic societies),
good sports and tourist facilities,
a convenient geographical location – at the crossroads of motor, rail and air routes.
The problems underlying the choice of the program are:
not sufficient connection within the metropolitan area and entire region
broadened administrative city limits and insufficiently developed metropolitan
functions,
missing fast road and rail network,
insufficient transport links connecting the region and the country with the outside
world.
If Tbilisi develops in this direction, it will become a metropolitan area of regional, national
and international importance as well as it will boost its competitiveness.
The results will be:
better inwards and outwards accessibility due to the establishment of transportation
system integrated with the airport,
strengthened potential of the metropolitan area due to the complementary growth of
the main centers, especially in the field of research, culture and sport,
best location for financial center of the region,
regional meeting places where international events can be organized.
