3.1. Partners participating in the plan development process
Generally understood social and economic development is the principal
strategic objective of every commune as well as it is in the best interest of each
individual. So, since the plan was to be written with the participation of all the
concerned the partners who represented various interests and capabilities had
to be selected very carefully. Such type of cooperation is the basis of the
participation method which is considered to be highly effective.
At the same time the success in writing a good plan depended on such
allocation of competences that enabled experts to deal with analytic and
conceptual work, while politicians and social partners could express their
preferences in decision-making.
The list of the participants in the Plan development process consisted of the
representatives of:
• the City residents,
• key business groups,
• public institutions in charge of local development,
• self-government officials, local politicians,
• non-governmental organisations – especially the social and economic
ones.
Also, specialists, outside consultants took part in the works.
Local administration has to nominate the Plan coordinator. The Mayor of the
City himself and through delegated specialists is responsible for the formal
organisation and the Plan preparation. He is also in charge of logistics and the
subject-matter side of the process.
