CHAPTER 7 – ENVIRONMENTAL AND SOCIAL IMPLICATIONS<br />
The express bus alternatives utilize existing Interstate and <strong>State</strong> highways that run adjacent to<br />
neighborhoods in Omaha, Lincoln, Blair, Fremont and a number <strong>of</strong> smaller communities along<br />
the corridors. An in-depth study <strong>of</strong> the social and economical variables (e.g. race, income,<br />
ethnicity, etc) <strong>of</strong> the neighborhoods, using current Census data, would need to be performed to<br />
determine if there are any disadvantaged neighborhoods along the proposed corridors. The<br />
express bus service could have a positive impact by providing more transit alternatives to the<br />
neighborhoods and smaller communities.<br />
AIR QUALITY<br />
Currently, the entire <strong>State</strong> <strong>of</strong> <strong>Nebraska</strong> is in Attainment for Air Quality. The commuter rail<br />
alternative could positively impact air quality by reducing the number <strong>of</strong> motor cars traveling<br />
between Omaha and Lincoln. Most likely, however, implementation <strong>of</strong> commuter rail would<br />
have a minimal beneficial impact on air quality. During the detailed environmental analysis, an<br />
air-quality analysis would be conducted to determine if any significant impacts exist.<br />
The express bus alternatives also could impact air quality by reducing the number <strong>of</strong> motor cars<br />
traveling between Omaha, Lincoln, Blair and Fremont. Most likely, however, implementation <strong>of</strong><br />
the express buses would have a minimal beneficial impact on air quality. During the detailed<br />

ENVIRONMENTAL RISK SITES<br />
The commuter rail alternative could impact environmental risk sites during construction <strong>of</strong><br />
sidings, new stations, and a maintenance facility. Environmental risk sites, which are areas <strong>of</strong><br />
suspected hazardous material contamination, are <strong>of</strong>ten found near rail facilities and could be<br />
located in areas <strong>of</strong> proposed railroad construction. If an environmental risk site were located in<br />
an area where construction occurred, there could be direct contact with contamination that is<br />
present in soil, subsurface sediments or groundwater. A survey <strong>of</strong> environmental risk sites and a<br />
study <strong>of</strong> the potential impacts would be conducted as part <strong>of</strong> the detailed environmental impact<br />
study to determine if any significant impacts exist.<br />
The express bus alternatives could impact environmental risk sites during construction <strong>of</strong> parkand-ride<br />
lots in Blair and Fremont. If an environmental risk site were located in an area where<br />
construction occurred, there could be direct contact with contamination that is present in soil,<br />
sediments or groundwater. A survey <strong>of</strong> environmental risk sites and a study <strong>of</strong> the potential<br />
impacts would be conducted as part <strong>of</strong> the detailed environmental impact study to determine if<br />
any significant impacts exist.<br />
Databases which an environmental review would consult include: the National Priority List<br />
(NPL), Comprehensive Environmental Response Compensation and Liability Information<br />
System (CERLA), CERLA-Superfund Consent Decrees, Resource Conservation and Recovery<br />
Information System (RCRIS), and the Hazardous Materials Information Reporting System<br />
(HMIRS).<br />
