In addition, that the City Council approve an employee voluntary time-off and employee retiree incentive plans. DISCUSSION: Many of the General Fund’s core programs and operations are in jeopardy due to the increasing deficit now projected at a minimum of $4.5 million (12.4% of General Fund operations).
