We were able to discover several examples showing how Coalition Force lack <strong>of</strong>underst<strong>and</strong>ing about the “Iraqi way” for logistics had caused uncertainty in the execution<strong>of</strong> the Iraqi logistics concept:• The draft prepared by the Coalition for the Ministry <strong>of</strong> Defense Administration onPolicy on Asset Accountability <strong>and</strong> Visibility within the Iraqi Armed Forces,dated 30 May 2006, discussed the role <strong>of</strong> the Iraqi MoD M4. This organizationalconstruct was based on a western model, but it apparently did not meet with theemerging Iraqi concept. In 2007, the Iraqi MoD reorganized, discarding the M4organization <strong>and</strong> establishing instead the Joint Headquarters Deputy Chief <strong>of</strong> Stafffor <strong>Logistics</strong>.• The unsigned draft Policy on Distribution within the Iraqi Armed Forces, dated 30May 2006, discussed RSUs (Regional Support Units) (subsequently rejected bythe IA), Garrison Support Units (GSUs) (rejected by the IA), Support Comm<strong>and</strong>responsibilities (also rejected later by the Iraqis), the Iraqi Armed Forces <strong>Logistics</strong>Concept (never implemented), <strong>and</strong> three levels <strong>of</strong> logistics transport (sincesuperseded by the IA desire for 4 levels).• The unsigned draft MoD Policy on Ammunition Management Procedures, dated15 June 2006, similarly referred to the “Support Comm<strong>and</strong>,” the former MoD M4organization, <strong>and</strong> Regional Support Units, all <strong>of</strong> which have been rejected by theMoD.• An unsigned MoD regulation on “Procedures on Maintenance Support,” dated 6September 2006, was completely different from another existing unsigned draftMinistry <strong>of</strong> Defense regulation on Maintenance Support dated 30 September2006.The Iraqi Supply H<strong>and</strong>book appeared to be an excellent “how to” primer for CoalitionForces. It addressed such issues as Iraqi procurement practices, equipment, propertyaccountability, sustainment (fuel, ammunition, vehicle <strong>and</strong> equipment repair, lifesupport), transportation, maintenance, <strong>and</strong> medical procedures. The problem with thisguide, however, was that it was unsigned <strong>and</strong> undated, <strong>and</strong> it was not clear whether theprocedures <strong>and</strong> processes described therein were accurate <strong>and</strong> <strong>of</strong>ficial.The assessment team recognizes that organizationally the Iraqi Army continues to evolve.However, it is essential that Iraqi-centric logistics practices <strong>and</strong> procedures beinstitutionalized, in concert with the Coalition, in order to provide clear, relatedobjectives for establishing a self-sustaining Iraqi logistics capability. In this regard, it isalso important that the Coalition Forces logistics subject matter experts, whose job it is tomentor <strong>and</strong> advise the Iraqi Army, have clear guidance on the Iraqi logistics system theyare helping to create.87
