DoD 5200.08-R, “Physical <strong>Security</strong> Program,” April 9, 2007,implements DoD policies <strong>and</strong> minimum st<strong>and</strong>ards for the physical protection <strong>of</strong> DoDpersonnel, installations, operations, <strong>and</strong> related resources; to include the security <strong>of</strong>weapons systems <strong>and</strong> platforms.DoD 4000.25-M. DoD 4000.25-M, “Defense <strong>Logistics</strong> Management System,”Volume 2, Chapter 18 (“Small Arms <strong>and</strong> Light Weapons Serial Number Registration <strong>and</strong>Reporting”), Change 5, March 25, 2008, addresses:• DoD Components responsibility for inventory management <strong>of</strong> SA/LW <strong>and</strong> otheractivities involved in the shipment, registration, or receipt <strong>of</strong> SA/LW <strong>and</strong> providesprocedures for reporting SA/LW serial number data between the DoDComponents <strong>and</strong> the DoD SA/LW Registry• Procedures concerning accountability <strong>of</strong> captured, confiscated, ab<strong>and</strong>oned,recovered, <strong>and</strong> turned-in weaponsDoD 4000.25-M, Volume 2, Chapter 18, provides five objectives for SA/LW serialnumber registration <strong>and</strong> reporting; the key objective being to establish continuousvisibility over all SA/LW by serial number from the contractor to depot; in storage; intransitto requisitioners; in post, camp, <strong>and</strong> station custody; in the h<strong>and</strong>s <strong>of</strong> users; duringturn-ins; in renovation; <strong>and</strong> during disposal <strong>and</strong> demilitarization.DoD 4000.25-M, Volume 2, Chapter 18, also addresses captured, confiscated,ab<strong>and</strong>oned, recovered, <strong>and</strong> turned-in weapons.• Paragraph C18.2.9. requires that captured, confiscated, or ab<strong>and</strong>oned enemySA/LW in the possession <strong>of</strong> DoD as a result <strong>of</strong> military actions shall beregistered. The SA/LW may be <strong>of</strong> foreign or domestic manufacture <strong>and</strong> mayinclude recaptured U.S. military SA/LW.• Paragraph C18.2.7. requires that the DoD Components shall establish proceduresto ensure reporting <strong>of</strong> lost, stolen, unaccounted for, <strong>and</strong>/or recovered SA/LWunder the provisions <strong>of</strong> DoD 5100.76-M.• Paragraph C18.7.3. requires that SA/LW recovered by law enforcement agenciesor foreign countries <strong>and</strong> returned to the custody <strong>of</strong> a DoD Component beregistered on the DoD Component Registry (DoD Component Registryinformation is provided to the DoD Small Arms/Light Weapons Registry).• Paragraph C18.5.1.2. DoD SA/LW Registry shall provide a central repository <strong>of</strong>SA/LW’ serial numbers from the DoD Component Registries, to include those onh<strong>and</strong>,in-transit, lost, stolen, demilitarized, or shipped outside the control <strong>of</strong> DoD.196
