DoD 5100.76-M. DoD 5100.76-M, “Physical Security of Sensitive ConventionalArms, Ammunition, and Explosives,” August 12, 2000, defines sensitive conventionalAA&E, and prescribes minimum standards and criteria for the physical security of DoDsensitive conventional AA&E, including non-nuclear missiles and rockets.DoD 5200.08-R. DoD 5200.08-R, “Physical Security Program,” April 9, 2007,implements DoD policies and minimum standards for the physical protection of DoDpersonnel, installations, operations, and related resources; to include the security ofweapons systems and platforms.DoD 4000.25-M. DoD 4000.25-M, “Defense Logistics Management System,”Volume 2, Chapter 18 (“Small Arms and Light Weapons Serial Number Registration andReporting”), Change 5, March 25, 2008, addresses:• DoD Components responsibility for inventory management of SA/LW and otheractivities involved in the shipment, registration, or receipt of SA/LW and providesprocedures for reporting SA/LW serial number data between the DoDComponents and the DoD SA/LW Registry• Procedures concerning accountability of captured, confiscated, abandoned,recovered, and turned-in weaponsDoD 4000.25-M, Volume 2, Chapter 18, provides five objectives for SA/LW serialnumber registration and reporting; the key objective being to establish continuousvisibility over all SA/LW by serial number from the contractor to depot; in storage; intransitto requisitioners; in post, camp, and station custody; in the hands of users; duringturn-ins; in renovation; and during disposal and demilitarization.DoD 4000.25-M, Volume 2, Chapter 18, also addresses captured, confiscated,abandoned, recovered, and turned-in weapons.• Paragraph C18.2.9. requires that captured, confiscated, or abandoned enemySA/LW in the possession of DoD as a result of military actions shall beregistered. The SA/LW may be of foreign or domestic manufacture and mayinclude recaptured U.S. military SA/LW.• Paragraph C18.2.7. requires that the DoD Components shall establish proceduresto ensure reporting of lost, stolen, unaccounted for, and/or recovered SA/LWunder the provisions of DoD 5100.76-M.• Paragraph C18.7.3. requires that SA/LW recovered by law enforcement agenciesor foreign countries and returned to the custody of a DoD Component beregistered on the DoD Component Registry (DoD Component Registryinformation is provided to the DoD Small Arms/Light Weapons Registry).• Paragraph C18.5.1.2. DoD SA/LW Registry shall provide a central repository ofSA/LW’ serial numbers from the DoD Component Registries, to include those onhand,in-transit, lost, stolen, demilitarized, or shipped outside the control of DoD.196
