Observation 20. Multi-National Force-Iraq MedicalMentoring Support to the Iraqi ArmyAdequate planning and specific, prioritized medical objectives had not been developedfor providing mentoring support to the Iraqi Army necessary to assist the Iraqi Army inachieving operationally proficient, sustainable health care delivery capability. Further, itwas not evident that mentoring priorities had been synchronized with the appropriatelevels of the Iraqi Army medical leadership and Coalition partners or that actionableinformation had been developed on the difficulties to be overcome with respect tomedical logistics, manpower, training, and readiness.This occurred because MNF-I had not assigned sufficient priority to medical mentoringof the Iraqi Army to effectively develop sustainable combat services support capabilitiesin the medical area. The MNF-I Command Surgeon had not developed a comprehensive,detailed, and integrated multi-year medical mentoring plan that prioritizes andsynchronizes mentoring efforts for MNC-I and MNSTC-I and links together strategic,operational, and tactical mentoring steps required in the mentoring plan.As a result, Coalition medical personnel have not been adequately trained for mentoringIraqi Army medical personnel, the identification of solutions to strategic, operational andtactical medical problems in developing an effective Iraqi Army health care deliverysystem was delayed and adequate resolutions were not implemented.Applicable CriteriaDoD Directive 1322.18. DoDD 1322.18, “Military Training”, September 3, 2004,states that:Members of the Department of Defense shall receive, to the maximumextent possible, timely and effective individual, collective, unit, andstaff training necessary to perform to standard during operations. . . .The DoD Components shall ensure their individuals and organizationsare trained to meet the specific operational requirements of thesupported Combatant Commanders, as identified in CombatantCommander-approved Joint Mission Essential Task Lists (JMETLs),before deploying for operations and while deployed.DoD Directive 3000.05. DoDD 3000.05, “Military Support for Stability, Security,Transition, and Reconstruction (SSTR) Operations,” November 28, 2005, providesguidance on stability operations that will evolve over time as joint operating concepts,mission sets, and lessons learned develop and establishes DoD policy and assignsresponsibilities within the DoD for planning, training, and preparing to conduct andsupport stability operations.The Military Health System Strategic Plan.
