Appendix A. Scope, Methodology <strong>and</strong>AcronymsWe conducted this assessment from February 13, 2008 to September 26, 2008 <strong>and</strong> visitedsites in Iraq from April 26, 2008 to May 17, 2008. We performed this assessment inaccordance with the st<strong>and</strong>ards established by the President’s Council on Integrity <strong>and</strong>Efficiency published in Quality St<strong>and</strong>ards for Inspections, (January 2005). We planned<strong>and</strong> performed the assessment to obtain sufficient <strong>and</strong> appropriate evidence to provide areasonable basis for our observations <strong>and</strong> conclusions, based on our assessmentobjectives. We believe that the evidence obtained provides a reasonable basis for ourrecommendations, based on our assessment objectives.We reviewed documents such as Federal Laws <strong>and</strong> regulations, including the NationalDefense Authorization Act, National Defense Appropriations Act, EmergencySupplemental, Bridge Supplemental, <strong>and</strong> the <strong>Security</strong> <strong>Assistance</strong> Management Manual,<strong>and</strong> appropriate USCENTCOM, MNF-I, MNC-I, <strong>and</strong> MNSTC-I guidance.The scope <strong>of</strong> our assessment in Iraq applied to five areas:• Follow-up on the recommendations made during our initial assessment onmunitions accountability <strong>and</strong> control to determine the status <strong>of</strong> implementation.• Determine the current status <strong>of</strong> munitions accountability <strong>and</strong> control.• Determine whether security assistance processes were responsive to ISFequipment requirements. Specifically, we examined the organizational structure<strong>and</strong> processes used to execute security assistance programs during wartimeoperations <strong>and</strong> for Foreign Military Sales to Iraq.• Assess whether the ISF logistics sustainment base was being effectivelydeveloped. We examined the status <strong>and</strong> effectiveness <strong>of</strong> planning <strong>and</strong>implementation <strong>of</strong> processes to develop a sustainable Iraqi logistics base.• Assess whether the Iraqi Army health care system <strong>and</strong> its sustainment base werebeing effectively developed. We examined the status <strong>and</strong> effectiveness <strong>of</strong>planning <strong>and</strong> implementation <strong>of</strong> processes to develop a sustainable Iraqi medicalbase.We examined the delivery processes for U.S.-controlled arms <strong>and</strong> ammunition flowing toIraqi military forces at the Taji National Depot <strong>and</strong> to Iraqi police forces at the BaghdadPolice College for those arms <strong>and</strong> ammunition delivered through the port <strong>of</strong> entry at theBaghdad International Airport. We examined the process that ISF used to issue weaponsto individual soldiers <strong>and</strong> police <strong>and</strong> the delivery process by which the ISF distributedarms <strong>and</strong> ammunition through subsequent issuance to selected ISF military <strong>and</strong> policeunits.169
