Similar returns on investmentare projected for other U.S.-supplied equipment through the FMS program including, forexample, C-130J aircraft <strong>and</strong> OH-58 helicopters.Constraining U.S. ISFF resources in FY 2009 <strong>and</strong> beyond will impact decisions regardingthe short-term fielding <strong>of</strong> enablers <strong>and</strong> force quality <strong>and</strong> longer-term force generationbased on valid strategic requirements. The options for MNSTC-I in the face <strong>of</strong> suchconstraints would be: (1) defer requirements to out-years; (2) secure even greater GoIfunding; (3) cancel requirements altogether, or a combination there<strong>of</strong>.Recommendations, Client Comments, <strong>and</strong> OurResponse8. We recommend that Comm<strong>and</strong>er, Multi-National <strong>Security</strong> Transition Comm<strong>and</strong>-Iraq,conduct an extensive risk analysis <strong>of</strong> the essential train, equip, <strong>and</strong> sustainment tasks <strong>and</strong>projects planned for the Iraq <strong>Security</strong> Forces <strong>and</strong> determine the effect on these projects <strong>of</strong>continuing diminished ISFF funding; <strong>and</strong> that MNSTC-I develop strategies for mitigatingor transferring those risks.Client CommentsComm<strong>and</strong>er, MNSTC-I concurred. The Comm<strong>and</strong>er stated that there were sufficientISFF funds to execute MNSTC-I’s mission-essential tasks in 2008 <strong>and</strong> 2009. He statedthat funding <strong>of</strong> individual ISFF programs was subject to stringent senior leader oversight,including risk assessment <strong>and</strong> mitigation planning. MNSTC-I suggested that theirprogram by program approach was more flexible <strong>and</strong> appropriate than a singleoverarching-extensive risk analysis <strong>of</strong> all MNSTC-I projects. He said that MNSTC-Iwould continue to conduct regular reviews <strong>of</strong> its projects in light <strong>of</strong> identified risks, <strong>and</strong>would provide senior decision makers in the Ministries the insights <strong>and</strong> recommendationsgenerated by these reviews.Our ResponseComm<strong>and</strong>er, MNSTC-I comments were responsive, <strong>and</strong> no additional comments arerequired.78
