We recommend that the Comm<strong>and</strong>er, Multi-National <strong>Security</strong> TransitionComm<strong>and</strong>-Iraq ensure that this equipment is promptly <strong>and</strong> effectively put to use by theIraqi government to meet validated needs or if the Iraqi government has no interest inusing this equipment, put the equipment to better use elsewhere.Client CommentsComm<strong>and</strong>er, MNSTC-I non-concurred <strong>and</strong> noted that after further investigation, it wasdetermined that a predominant amount <strong>of</strong> equipment <strong>and</strong> material in question was ownedby the MoH. The equipment <strong>and</strong> material that was owned <strong>and</strong> controlled by MNSTC-Iwas intended for a recently completed MoI clinic. Delivery <strong>of</strong> that equipment <strong>and</strong>material had been delayed due to construction schedule changes <strong>and</strong> was completed inMay 2008.The Comm<strong>and</strong>er reported that MNSTC-I personnel visited AGW on May 28, 2008. TheClass VIII supplies identified by the Inspector General team belonged to the MoH, MoD,<strong>and</strong> MoI. MNSTC-I stated that MoH Class VIII fielding was the responsibility <strong>of</strong> theDepartment <strong>of</strong> State <strong>and</strong> that MNSTC-I subsequently coordinated action with Department<strong>of</strong> State <strong>and</strong> the AGW Comm<strong>and</strong>er for its distribution.The Comm<strong>and</strong>er, MNSTC-I reported that the MoD Class VIII materiel was identified<strong>and</strong> information was provided to the Director <strong>of</strong> <strong>Logistics</strong> at the MoD SGO. MNSTC-I<strong>and</strong> MoD SGO then developed plans for the distribution <strong>of</strong> that material. The MoI ClassVIII materiel was delivered in May 2008. There were three more deliveries to the MoI inJune <strong>and</strong> July 2008. The remaining MoI equipment was delivered in September 2008 tothe National Police (NP) Headquarters at its Site 1 clinic. The NP had developed,published, <strong>and</strong> executed a comprehensive distribution plan from Site 1 to all <strong>of</strong> itssupported brigades. MNSTC-I reported that it would continue to engage <strong>and</strong> mentor theNP in Class VIII self sustainment, replenishment, <strong>and</strong> advancement.Our ResponseAlthough MNSTC-I non-concurred with the recommendation, its comments wereresponsive, <strong>and</strong> no additional comments are required. MNSTC-I is to be commended forunraveling the sources <strong>and</strong> destinations <strong>of</strong> these supplies <strong>and</strong> equipment. While somewastage occurred, MNSTC-I efforts apparently salvaged much <strong>of</strong> the value.22.b. We recommend that the Comm<strong>and</strong>er, Multi-National <strong>Security</strong> TransitionComm<strong>and</strong>-Iraq determine medical storage refrigeration requirements for heat sensitivemedical supplies <strong>and</strong> ensure the proper equipment is obtained <strong>and</strong> installed to maintainenvironmental safeguards for those medical supplies stored at Abu Ghraib Warehouse.163
