esponsibilities within the DoD for planning, training, <strong>and</strong> preparing to conduct <strong>and</strong>support stability operations.<strong>Logistics</strong> Military <strong>Assistance</strong> Teams (LMATs)The Iraqi logistics partnering <strong>and</strong> advising model being implemented in 2008 called foran integrated effort between the LMATs <strong>and</strong> logistics Ministerial Advisory teams 20directed by MNSTC-I, <strong>and</strong> the <strong>Logistics</strong> Training <strong>and</strong> Advisory Teams (LTATs)resourced by logistics sustainment brigade personnel that fall under the control <strong>of</strong> Multi-National Corps-Iraq.Prior to 2008, the U.S. military personnel expertise provided to Military TransitionTeams that had been assigned as logistics advisors to the RSUs <strong>and</strong> GSUs were illdefined, <strong>and</strong> in some cases these positions were manned by military <strong>of</strong>ficers <strong>and</strong> Non-Commissioned Officers (NCO) without any specific skills or experience in logistics orsupply management. In late 2007, the Iraqi MoD discarded the previously agreedlogistics concept calling for five RSUs <strong>and</strong> 28 localized GSUs, instead opting to develop<strong>and</strong> build fixed-site base support units, called Location Comm<strong>and</strong>s, one for each division.The 13 Location Comm<strong>and</strong>s would be responsible for 3 rd <strong>and</strong> 4 th Line maintenance <strong>and</strong>supply support for the Iraqi Army.With a renewed emphasis by U.S. forces on developing a credible <strong>and</strong> sustainablelogistics capability for the ISF, it became increasingly important that the 126 MilitaryTraining team personnel comprising the 14 LMATs mentoring the 13 Iraqi ArmyLocation Comm<strong>and</strong>s <strong>and</strong> the Taji National Depot should be manned by <strong>of</strong>ficers <strong>and</strong>NCOs possessing the proper logistics skills.The requested makeup <strong>of</strong> each <strong>of</strong> the LMATs is:• 1 Senior <strong>Logistics</strong> Advisor, O5• 1 <strong>Logistics</strong> Staff Advisor, O4• 1 Base Management <strong>and</strong> Engineer Officer, O3• 1 Ammunition Supply <strong>and</strong> Storage Advisor, E7• 1 Food Service Advisor, E7• 1 Administrative <strong>and</strong> Communications Support Advisor, E6• 1 Bulk Fuel <strong>and</strong> Supply Advisor, E6• 1 Equipment Maintenance Advisor, E6• 1 Medical Advisor, E6In early 2008, MNSTC-I submitted RFF 868 through U.S. Central Comm<strong>and</strong> to the JointStaff <strong>and</strong> Office <strong>of</strong> the Secretary <strong>of</strong> Defense requesting that the 126 advisory positions becoded for specific logistics specialties.20 Ministerial Advisory teams falling under MNSTC-I dedicated to logistics mentoring include elements <strong>of</strong>the Ministry <strong>of</strong> Defense Advisory Team (MoD-AT), the Joint Headquarters Advisory Team (JHQ-AT), <strong>and</strong>the Ministry <strong>of</strong> Interior Training Team (MoI-TT).80
