We have closed these recommendations.Recommendations L.2.a <strong>and</strong> L.2.bWe recommended that the Chairman <strong>of</strong> the Joint Chiefs <strong>of</strong> Staff <strong>and</strong> the Comm<strong>and</strong>er,USCENTCOM expedite:a. Approval <strong>of</strong> the proposed MNSTC-I JMD <strong>and</strong> request the necessary funding toaccomplish the actions cited in recommendations L.1.a. <strong>and</strong> L.1.b.b. Assignment <strong>of</strong> personnel with the requisite skills, experience level, <strong>and</strong> rank to fillthe positions designated in the JMD for the MNSTC-I logistics function, the Office <strong>of</strong>Inspector General, <strong>and</strong> the Office <strong>of</strong> Internal Review.Management Comments to Recommendations L.2.a <strong>and</strong> L.2.bUSCENTCOM concurred, noting that they received the MNF-I out-<strong>of</strong>-cycle request tomodify the MNSTC-I JMD in March 2008. USCENTCOM staff was in the process <strong>of</strong>validating the MNSTC-I JMD for submission to the Combatant Comm<strong>and</strong>er for approval.USCENTCOM expected to submit an approved document to the Joint Staff not later thanJune 1, 2008.The Joint Staff concurred, noting that they actively pursue the staffing <strong>of</strong> all JMDs thathad been validated <strong>and</strong> forwarded by the combatant comm<strong>and</strong>s. The Joint Staff reportedthat MNSTC-I was currently manned at 95 percent. As a subset <strong>of</strong> that manning, theMNSTC-I individual augmentation billets show a Service commitment to sourcing <strong>of</strong> 94percent.Status <strong>of</strong> Implementation <strong>of</strong> Recommendations L.2.a <strong>and</strong> L.2.bUSCENTCOM forwarded the out-<strong>of</strong>-cycle MNSTC-I JMD to the Joint Staff on July 14,2008. These recommendations remain open.Recommendation M.1We recommended that the Secretary <strong>of</strong> Defense (SECDEF) appoint a DoD ExecutiveAgent for the Iraqi FMS program. Consideration should be given to designating theSecretary <strong>of</strong> the Army as the Executive Agent. The Executive Agent will activate a JointProgram Management Office that will focus full-time on support for ISF, seven days perweek to:a. Integrate, expedite, coordinate <strong>and</strong> drive the Iraqi FMS program in the UnitedStates, increase the responsiveness <strong>of</strong> the support effort for the U.S. comm<strong>and</strong>ers, <strong>and</strong>20
