The contracted maintenance services were tohave been reduced with the contractor continuing to provide support with the following:• Maintain the current presence at the Al Asad maintenance site, providingmechanical oversight <strong>and</strong> information technology support <strong>and</strong> training.• Maintain the current presence at the Taji Track Shop maintenance site, providingmechanical oversight <strong>and</strong> information technology support <strong>and</strong> training.• Maintain personnel at the Taji Central Warehouse to provide training <strong>and</strong>oversight in Class IX 27 Materiel Management, automation, <strong>and</strong> warehousefunctions.• Maintain personnel at each 3 rd Line Maintenance facility (Location Comm<strong>and</strong>) toprovide oversight <strong>and</strong> training on automation <strong>and</strong> Class IX management.• Provide mobile Maintenance Support Teams to support Wheel <strong>and</strong> TrackmaintenanceThe MoD was to be responsible for the following:• All maintenance conducted at 3 rd Line maintenance shops less the Taji TrackShop <strong>and</strong> Al Asad. These two shops would continue to be manned by Iraqicivilians employed <strong>and</strong> trained by the contractor• Procurement <strong>of</strong> all Class IX material through FMS, direct contracting, or localpurchase• Providing personnel at the Taji Central Warehouse to perform all warehousingoperations, in addition to providing personnel to train on Class IX automation• Delivery <strong>of</strong> all parts from Taji Central Warehouse to all other Location Comm<strong>and</strong>3rd Line shopsAt the end <strong>of</strong> November, the de-scoped contract was to have ended with the Iraqi Armyassuming full responsibility for all 3 rd Line vehicle maintenance <strong>and</strong> Class IX MaterielManagement.In view <strong>of</strong> the shortage <strong>of</strong> training resources at IASSI, the lack <strong>of</strong> adequate trainingspecifically to qualify mechanics to perform 3 rd Line maintenance, <strong>and</strong> the consequent27 In the U.S. Army logistics system, the Supply Class IX encompasses all repair parts needed for majorend items such as: aircraft, ground support equipment, administrative vehicles, tactical vehicles, missiles,weapons, etc. In the Iraqi Army, repair parts fall under their supply designation <strong>of</strong> “Electrical &Mechanical Engineering.”110
