MNSTC-I was researching procurement options for the NATO codificationsystem and protocols to enable the NATO system to interface with the Iraqi ArmyMaintenance Program (IAMP). MNSTC-I reported that the Mol had agreed to the NATOCodification system and were currently establishing an applicable automated system.Our ResponseCommander, MNSTC-I comments were responsive, and no additional comments arerequired.18.c. We recommend that Commander, Multi-National Security Transition Command-Iraq coordinate with the Iraqi Ministry of Defense and Ministry of Interior to reducevariety in the fleet of supported vehicles in order to decrease the range and depth of partsneeded in the Iraq Security Forces Assigned Stockage Lists to support that fleet.Client CommentsCommander, MNSTC-I concurred. He reported that the JHQ Transportation andProvisioning (T&P) Directorate was interested in reducing the number of supportedvehicles as part of a wider lifecycle management program and had issued guidancespecifying which vehicles would be sustained with a spare parts inventory (priorityvehicles) and those non-priority vehicles that would be naturally attrited. TheCommander stated that the MoI was particularly challenged by the multiple models ofvehicles in the fleet, making even basic maintenance a challenge. The MoI was workingto establish equipment support on its myriad types of vehicles. He said that MNSTC-Iwould encourage MoI direct purchase contracts on already supported vehicles and advisethe MoI on readiness reporting processes to monitor their vehicles for better overalloperations.120

We are pleased to note thatthe logistics training capacity at IASSI has increased; however, the information providedwas very non-specific with respect to numbers of students completing the repair parts andmateriel management courses, nor did the comments include any report on actions takento coordinate with the MoD to optimize training throughput. We request that MNSTC-Iprovide additional data describing the increase in training throughput and the measurestaken to optimize training attendance in response to the final report.121
