Observation 15. Distribution <strong>of</strong> U.S.-Funded Arms <strong>and</strong>Ammunition to the Kurdish Ministry <strong>of</strong> InteriorThe Kurdish Minister <strong>of</strong> Interior reported that his government had received very fewweapons <strong>and</strong> no ammunition from the central government MoI, despite repeated requests.Officials at the Kurdish Police Academy, the Kurdish Police Colleges, <strong>and</strong> theSulaymaniyah Provincial Director <strong>of</strong> Police made similar reports. The traininginstallations said that trainees only fired 6 to 12 rounds <strong>of</strong> 9mm <strong>and</strong> no AK-47. TheProvincial Director <strong>of</strong> Police reported that they were forced to buy weapons <strong>and</strong>ammunition on the Black Market to meet operational needs.The Iraqi central government MoI appeared to be providing little or no supply support tothe Kurdish Ministry <strong>of</strong> Interior regarding issuance <strong>of</strong> small arms <strong>and</strong> ammunition.Therefore, there was no equitable sharing with the Kurdish government <strong>of</strong> arms <strong>and</strong>ammunition provided to the Ministry <strong>of</strong> Interior through the U.S.-funded ISFF.The shortage <strong>of</strong> arms <strong>and</strong> ammunition was a detriment to the operational readiness <strong>of</strong> thepolice forces in the semi-autonomous Kurdish areas <strong>of</strong> Iraq, encouraged <strong>of</strong>ficial tolerance<strong>of</strong> the arms <strong>and</strong> ammunition black market, <strong>and</strong> could perpetuate past inequities in sharingcentral government resources.Applicable CriteriaPublic Laws 109-13, 109-234, 109-289, 110-028, <strong>and</strong> 110-161Provisions in these U.S. laws provide for in excess <strong>of</strong> $15.7 billion for the ISFF.DoD Directive 3000.05.
