MiTTs. Between February 15 <strong>and</strong> March 30, 2008, the committee’s operational planningteam met several times to develop an ISF logistics way ahead. The committee providedseveral in-progress review briefings to the Deputy Chief <strong>of</strong> Staff, Resource <strong>and</strong>Sustainment, MNF-I; the Comm<strong>and</strong>er, Iraqi <strong>Assistance</strong> Group, MNC-I; <strong>and</strong> theComm<strong>and</strong>er, Coalition Army Advisory Training Team, MNSTC-I.In late March 2008 the initiatives group provided a decision brief to the Comm<strong>and</strong>er,MNC-I, <strong>and</strong> Comm<strong>and</strong>er, MNSTC-I. The committee was directed to coordinate <strong>and</strong>publish a FRAGO to establish a common operating picture <strong>of</strong> ISF logistics capability <strong>and</strong>capacity, in order to synchronize efforts <strong>of</strong> all stakeholders responsible for assisting in thedevelopment <strong>of</strong> the ISF logistics system.Accordingly, MNC-I FRAGO 434 to MNC-I Operations Order 08-01 was published on15 June 2008 to implement the logistics action plan, as developed by the Iraqi <strong>Logistics</strong>Development Committee’s operational planning team. Task 3 <strong>of</strong> that FRAGO providedinstructions <strong>and</strong> taskings regarding ISF logistics capability development.The Iraq <strong>Assistance</strong> Group was designated as the MNC-I Executive Agent for this effort<strong>and</strong> was directed to develop a Phoenix Academy training course for the <strong>Logistics</strong>Training Advisory Teams.The committee will continue to refine <strong>and</strong> develop metrics to measure progress indeveloping ISF logistics capability <strong>and</strong> capacity by function, across all levels <strong>of</strong> support,in order to establish current capability, target training efforts to close the capability gap,<strong>and</strong> gauge progress towards ISF self-reliance.Status <strong>of</strong> Implementation <strong>of</strong> Recommendations N.2a, N.2.b, <strong>and</strong> N.2.cWe note that authorization for additional logistics mentors/trainers was working throughthe JMD/RFF process. The MNF-I initiative to field <strong>Logistics</strong> Training Advisory Teamsfor the U.S. sustainment brigades to augment the existing U.S. <strong>Logistics</strong> Maintenance<strong>Assistance</strong> Teams already at the Iraqi Location Comm<strong>and</strong>s was notable <strong>and</strong> makingsteady, ongoing progress. Recommendations N.2.a. <strong>and</strong> N.2.b. remain open.We reviewed the MNC-I FRAGO 434, June 15 2008, to the MNC-I Operations Order 08-01 <strong>and</strong> determined that the Iraq <strong>Assistance</strong> Group was tasked to develop a PhoenixAcademy training course for the <strong>Logistics</strong> Training Advisory Teams. We weresubsequently provided a curriculum for the <strong>Logistics</strong> Training Advisory Team trainingcourse. After evaluating those documents, we believe that the intent <strong>of</strong> recommendationN.2.c had been met, <strong>and</strong> we have closed that recommendation.Recommendations N.3.a <strong>and</strong> N.3.b.We recommended that the Chairman <strong>of</strong> the Joint Chiefs <strong>of</strong> Staff <strong>and</strong> the Comm<strong>and</strong>er,USCENTCOM expedite:a. Approval <strong>of</strong> the MNC-I <strong>and</strong> the MNSTC-I JMD/RFF, <strong>and</strong> request the necessaryfunding to accomplish the actions cited in Recommendations N.2.a., N.2.b. <strong>and</strong> N.2.c.26
