The registry serves as the single point <strong>of</strong> accessfor inquires relating to the last known record <strong>of</strong> small arms <strong>and</strong> light weapons serialnumbers. Serial numbers are provided by the Component Registries on a scheduled <strong>and</strong>as required basis.Force Multiplier – Joint Publication 1-02, “DoD Dictionary <strong>of</strong> Military <strong>and</strong>Associated Terms,” as amended through October 17, 2007, states that a force multiplier isa capability that, when added to <strong>and</strong> employed by a combat force, significantly increasesthe combat potential <strong>of</strong> that force <strong>and</strong> thus enhances the probability <strong>of</strong> successful missionaccomplishment.Foreign Military Sales Cases - The Foreign Military Sales (FMS) Program is thatpart <strong>of</strong> security assistance authorized by the Arms Export Control Act <strong>and</strong> conductedusing formal agreements between the U.S. Government <strong>and</strong> an authorized foreignpurchaser or international organization.These agreements, called Letters <strong>of</strong> Offer <strong>and</strong> Acceptance (LOA), are signed by both theU.S. Government <strong>and</strong> the purchasing government or international organization. TheLOA provides for the sale <strong>of</strong> defense articles <strong>and</strong>/or defense services (to include training)usually from DoD stocks or through procurements under DoD-managed contracts. Aswith all security assistance, the FMS program supports U.S. foreign policy <strong>and</strong> nationalsecurity objectives.DoD Financial Management Regulation Volume 15, Definitions, April 2002 (current as<strong>of</strong> July 17, 2008), defines a FMS case as a U.S. DoD LOA <strong>and</strong> associated supporting <strong>and</strong>executing documents.Foreign Military Sales Pseudo Cases – According to personnel at the Defense<strong>Security</strong> Cooperation Agency, the pseudo LOA or case is used by the U.S. Governmentto track the sale <strong>of</strong> defense articles <strong>and</strong>/or services (to include training <strong>and</strong> design <strong>and</strong>construction services) <strong>and</strong> are generally funded by a U.S. Government entity (forexample, the U.S. Government DoD funding provided to the Afghanistan <strong>Security</strong> ForcesFund is used to fund pseudo FMS cases for Afghanistan).The pseudo LOA itemizes the defense articles <strong>and</strong> services included in the Letter <strong>of</strong>Request. However, the pseudo LOA is not signed by the foreign purchaser orinternational organization receiving the articles <strong>and</strong>/or services. The pseudo LOA isauthorized by public law <strong>and</strong> the Arms Export Control Act.176
