Nevertheless, Coalition leadershipdetermined in 2007 to make ISF logistics development and self-sustainment a primaryobjective. They have taken significant steps to accomplish that goal.Functional Capability TeamsMNSTC-I had previously provided advisors to the MoD and MoI Logistics directorates.In 2008, however, support for the advisory teams had been augmented by the addition ofFunctional Capability Teams in sustainment, materiel acquisition, personnel acquisition,budgeting, force management, and training.Iraqi Logistics Development CommitteeIn late 2007 the Iraqi Logistics Development Committee (ILDC), chaired by seniorCoalition logistics leaders from Multi-National Force-Iraq (MNF-I), Multi-NationalCorps-Iraq (MNC-I), and MNSTC-I was established to find a way to acceleratedevelopment of the logistics capabilities required to achieve ISF logistics self reliance.The ILDC brought together the Ministerial Logistics Advisory teams, Coalition logisticsand sustainment leaders from throughout Iraq, the Functional Capability Teams, theCoalition’s Military Transition Teams, and Iraqi logistics leadership to develop acombined approach for ISF logistics development.The proposed 3-phased approach adopted by the ILDC emphasized the establishment offormal partnerships and “true relationships” between Coalition logistics forces and theirpartner ISF units. Relationships would be established through key leader contacts at alllevels of the ISF command structure by Coalition leaders and logistics experts. Theultimate purpose of the partnerships would be to gain a deeper appreciation andunderstanding of the Iraqi culture and the ISF concept for logistics support. Teamswould coordinate their efforts in partnering, training, and advisory activities with ISFunits. MNC-I and MNSTC-I had taken steps to provide dedicated personnel to educateand train partner units. 19 A combined logistics readiness conference was to be heldquarterly, eventually to be led by the Iraqis.19 MNSTC-I would provide fourteen Logistics Military Assistance Teams, each consisting of nine logisticssubject matter experts for the purpose of mentoring and advising the Location Commands and Taji NationalDepot. MNC-I planned to provide variable-sized Logistics Training and Advisory Teams from its organicSustainment Brigade assets to provide dedicated partnering activities from the 1 st through 3 rd line of ISFlogistics.72
The Logistics Partnering and Advising Model for the MoD and the MoI is an aggressiveattempt to make up lost time in developing ISF logistics self sufficiency. It stressespartnership to develop a logistics system that adopts some western efficiencies into anIraqi logistics structure. In June 2008, the Coalition had issued a Fragmentary Orderdirecting the establishment of appropriate partnerships. By August 2008, the ILDCprojected moving into the second phase of the model. The end result was to be a selfsustaining ISF logistics system by the end of 2009.73
