GlossaryThis appendix provides definitions <strong>of</strong> terms used in this report.Accountability - DoD Instruction 5000.64, “Accountability <strong>and</strong> Management <strong>of</strong>DoD-Owned Equipment <strong>and</strong> Other Accountable Property,” November 2, 2006, states thataccountability is the obligation imposed by law, lawful order, or regulation, accepted byan organization or person for keeping accurate records, to ensure control <strong>of</strong> property,documents, or funds, with or without physical possession. The obligation, in this context,refers to the fiduciary duties, responsibilities, <strong>and</strong> obligations necessary for protecting thepublic interest. However, it does not necessarily impose personal liability upon anorganization or person.Arms, Ammunition, <strong>and</strong> Explosives – The “Department <strong>of</strong> Defense StrategicPlan for the Distribution <strong>of</strong> Arms, Ammunition, <strong>and</strong> Explosives,” (AA&E Strategic Plan)May 2004, states:Arms, Ammunition, <strong>and</strong> Explosives (AA&E) is a broad categoricalconcept, which can have multiple interpretations <strong>and</strong> definitions. Each<strong>of</strong> the DoD military services <strong>and</strong> agencies, plus the federal government(through the Code <strong>of</strong> Federal Regulations), have various definitionswhich can apply to material that may be considered AA&E, yet there isno st<strong>and</strong>ard definition.For the AA&E Strategic Plan, AA&E is a term used to inclusively mean weapons,components requiring special controls, ammunition or munitions for those weapons, <strong>and</strong>other conventional items or materials with explosive, chemical, or electro-explosiveproperties designed for <strong>and</strong>/or capable <strong>of</strong> inflicting property damage, <strong>and</strong> death or injuryto humans <strong>and</strong> animals. Items should be considered for inclusion in the AA&E categoryif they meet any <strong>of</strong> the following tests:a. Possession <strong>of</strong>, or access to the item is controlled due to potential riskassociated with loss <strong>of</strong> the item, or its use for unintended purposes byunauthorized persons.b. The h<strong>and</strong>ling, transporting, storage, or use <strong>of</strong> the item presents apotential safety risk for the general population, <strong>and</strong> the risk must becontrolled through visibility <strong>and</strong> specific procedures.c. The h<strong>and</strong>ling, transporting, storage, or use <strong>of</strong> the item presents apotential or known security risk. Exceptional care must be taken tomaintain accountability over the item <strong>and</strong> information about it, topreclude disclosure <strong>of</strong> classified or sensitive information, or to preventunauthorized persons from accessing or acquiring the item intentionallyor unintentionally.DoD Military Health System - The DoD Military Health System (MHS) mission isto provide optimal health services in support <strong>of</strong> our nation’s military mission—anytime,anywhere.
