We request that MNSTC-I provideus with a copy of the SOPs when they are completed.58
Observation 6. Multi-National Security TransitionCommand-Iraq Security Assistance Office – PersonnelThe MNSTC-I SAO was generally staffed with personnel who did not possess therequisite security assistance program training and experience necessary to accomplish itsimportant strategic role of providing FMS support for training and equipping ISF. Only13 of the 39 personnel assigned to the MNSTC-I SAO arrived in-country possessing inresidenceDISAM security assistance training while only 5 arrived in-country with priorsecurity assistance experience.In addition, there were a significant number of personnel assigned to the MNSTC-I SAOwith tours of duty of less than 12 months, which further hampered the ability of thecommand to ensure it had sufficiently experienced personnel for quality execution of itssecurity assistance program.This occurred because organizations with responsibilities to manage, support, andprovide oversight to the security assistance mission in Iraq had not sufficiently addressedproblems concerning adequate training, experience, and rotation policies.As a result, the ability of MNSTC-I SAO to responsively and effectively accomplish itssecurity assistance mission in Iraq may have been impaired.Applicable CriteriaDoD Directive 1322.18. DoD Directive (DoDD) 1322.18, “Military Training”,September 3, 2004, states that:Members of the Department of Defense shall receive, to the maximumextent possible, timely and effective individual, collective, unit, andstaff training necessary to perform to standard during operations…The DoD Components shall ensure their individuals and organizationsare trained to meet the specific operational requirements of thesupported Combatant Commanders, as identified in CombatantCommander-approved Joint Mission Essential Task Lists (JMETLs),before deploying for operations and while deployed.DoD Directive 2055.3. DoDD 2055.3, “Manning of Security AssistanceOrganizations and the Selection of USDP Training of Security Assistance Personnel,”March 11, 1985, provides guidance for the staffing of security assistance organizations.DoD 5105.38-M. DoD 5105.38-M, “Security Assistance Management Manual,”provides guidance for the administration and implementation of security assistance andrelated activities in compliance with the Foreign Assistance Act, the Arms ExportControl Act, and related statutes and directives.59
