The Strategic ModelPolitical and legal framework:Professionalism and economic sustainability of themedia sector– Advising state and government institutions, support forexisting structures, promotion of laws includingapplication and implementation, legislation and lawenforcement practice (incl. press laws, censorship, andlibel), broadcast regulation, internet regulation, cartellaw, open government) with reference to article 19 andits guarantee in the national context;– Strengthening of the self-regulation of the media and ofpress freedoms, particularly by means of press andmedia councils;– Support for the activities of non-governmental playerswho undertake the protection, security, and legalassistance of media professionals and activists, supervisethe political arena and act as watchdogs (e.g., accessto government information, encouragement of transparencyand accountability, etc.);– Support for non-governmental players who actualizethe aforementioned human right (reference to article 19and its guarantee in the national context); establishmentof a legal framework for education and training in themedia sector, accreditation requirements, recognitionand protection, compliance and observance.– Promotion of networks and strengthening of institutionsand platforms, both structurally and in terms ofcontent, of and for the professional community (incl.trade unions, interest groups, professional associations,also on a regional scale);– Promotion of dialogue on a local scale and furtherpractical development of specialist offers and solutionsin the media sector (incl. trustworthy media, significanceand potential of independent journalism,prevention of bribery and corruption, sustainablefinancial models and strategies, professional andethical standards);– Consultancy provision for professional media organizationsand institutions: editorial and quality management/controlfor independent, sustainably financedjournalism providing locally relevant, comprehensible,human resources, high-quality reporting (incl. publicparticipation, ombudsman/arbitration);QualificationsSocial participation– Institutionalization of study and training programs;– Development of curricula, including specialist areas(economic/budget reporting, parliamentary reporting);– Dual training/sandwich courses, practice-orientedteaching, accreditation requirements, etc.;– Stabilization of sustainable and effective training ofmedia professionals in education and training structures,with focus on the civil right to free informationand expression (practical vocational training, technicalmedia training, internships, traineeships, further trainingopportunities and formats).– Empowerment of individuals and groups using media,also in cooperation with NGOs (community media, civicmedia and other target group-relevant information andcommunication services);– Improvement of media literacy, human rights educationand guidance on the right to freedom of opinion andaccess to information and ideas;– Digital und mobile security (data protection, encryption,secure communication devices and methods, etc.);– Strengthening of NGOs, initiatives und coalitions whichwant to use media in creative, effective and secure waysfor their information and expression interests, reinforcingaccessibility of social discourse for underprivilegedindividuals and groups.– Consultancy provision also for semi-professional mediaproviders (e.g., bloggers who create an oppositional voiceunder dictatorial regimes, or promote political pluralism).30
