Research QuestionsTo sum up we now use main elements and results of the argumentationabove to prepare for the empirical part of thisstudy.As the theoretical understanding of media transformationprocesses in general is limited, we choose an explorative approachand conduct single case studies. The situation andstructure of selected public media systems will be analyzed accordingto the DW strategic model.We have assembled a number of functions of PSM under twogeneral functions: creating a public sphere and supporting integration.With this study we cannot attempt to actually measurethese functions objectively in the different countries.Nevertheless informed judgments about these functionscan be made, based on our in-depth interviews with differentstakeholders.By applying the public ethos concept, we take an open approachtowards public service functions. We do not look fora list of criteria that describe a “true” PSM. Instead we only attemptto make an assessment as to which different functionsare fulfilled by (transformed) state broadcasters - or other mediathat operate on behalf of the public.Media development work, in particular with former statebroadcasters, has turned out to be more complex and challengingthan first expected in the 1990s. We now need to assessthe status, experience and learning of stakeholders in thetransformation process.In the following, case studies from different countries will bepresented in individual chapters. Based on them, an overallassessment will be made to answer the following researchquestions:RQ 1: Which public service functions can be provided todayby (former) state broadcasters?RQ 2: What change in former state broadcasters could beachieved through media development in the past andwhat were the challenges and limitations?RQ 3: Which public service functions can be provided bycommunity and private media?RQ 4: What change in private and community media couldbe achieved through media development in the pastand what were the challenges and limitations ofthis work?RQ 5: Which approaches and methods in media developmentwere taken in our case studies?RQ 6: What recommendations can be made for future mediadevelopment projects supporting public service functions?32
