The two used to hold many oftheir private trysts at the Mossad Academy, making the romancean item of particular merriment around the Institute.* * *Mark Hessner,* head of the Rome station, had been completelytaken in by the PLO's Bangkok ruse. But in Milan, Shai Kaulyremained convinced there was something wrong with thatscenario. Kauly was a determined, studious man with a wellearnedreputation as a stickler for details. Sometimes it was aliability. He once held up an urgent message, for example, so thata grammatical error could be corrected. But more often, hismeticulousness was an asset. On this occasion, Kauly'spersistence would save Golda Meir's life.He kept going over and over all the reports concerning Akbar andrelated PLO activities. It made no sense to him that the attack inBangkok was the same thing that Akbar had talked about: whywould it have involved smuggling technical materials into Italy?Then, when Akbar was killed, Kauly became even moresuspicious. Why would they kill him unless they knew he was anIsraeli agent? But if they did know, then the Bangkok attack musthave been a hoax, Kauly reasoned.Still, he didn't have anything solid to go on. The office was blamingthe katsa from London for the attack, saying that when he hadasked Akbar to bring documentation, he did not warn him how tohandle himself so he wouldn't be caught.As for Hessner, his personal animosity toward Kauly would be aserious complicating factor in the unfolding events. The fact that he was notkicked out must have meant he had a good, strong horse on theinside, but he never forgave Kauly for catching him, just as Kaulynever regarded Hessner as a professional.With Meir's visit so close at hand now, security was particularlytight. Kauly kept reading the reports over and over again, trying topiece together the missing chunks.* * *As often happens in such situations, Kauly's biggest break camefrom a most unexpected source. A multilingual and mega-talentedwoman in Brussels kept an apartment at the behest of PLOfighters seeking a temporary haven in the ongoing war againstIsrael. A high-priced hooker, she was an imaginative PLOplaymate. Because the Mossad bugged both her phone and herapartment, amorous recordings of her and her friends in variousstates of sexual ecstasy had become a favorite diversion forMossad officials around the world. It was said she could moan inat least six languages.Just a few days before Meir's scheduled arrival in Rome, someone— Kauly thought it was Salameh, although he was never positive— in the Brussels apartment told the woman he had to phoneRome. He told the party who answered to "clear the apartmentand take all 14 cakes." Normally, a call to Rome would not haveraised suspicion, but with Meir due to arrive and Kauly alreadysuspicious, it was just what he needed to prompt a move.The German-born Kauly was only about five foot five, with sharpfeatures, light brown hair, and a light complexion. He had a lowkeypersonality and was not given to trying to impress hissuperiors, which is why he was in Milan, a minor station, andHessner was in Rome.When Kauly heard the Brussels tape, he immediately called afriend in liaison, who called his friend in Italian intelligence, VitoMichele, and said he needed an address from a phone numberright away.
