BY WAY OF DECEPTION 335On March 1, 1990, U.S. Secretary <strong>of</strong> State James Baker said thatthe Bush administration was willing to consider "shaving" foreignaid to Israel and other countries to help emerging democracies.Baker outraged Shamir by linking an Israeli request for a $400million loan guarantee to a freeze on new settlements in theoccupied territories.Perhaps the best illustration <strong>of</strong> the prevailing mood <strong>of</strong> the rightwing in Israel is the celebrated case <strong>of</strong> Rabbi Moshe Levinger,leader <strong>of</strong> the far-right Jewish Settlers' Movement. In June 1990,he was sentenced to six months in jail for negligence: he had shotand killed an Arab.Levinger had been driving his car in Hebron on October 7, 1988,when someone threw a stone at it. He jumped out and began firinghis gun, killing an Arab who was standing in his own barber shop.During one court appearance, Levinger approached the courtwaving his gun over his head and saying he had been "privileged"to have shot an Arab. After he was sentenced, he was carried <strong>of</strong>f tojail on the shoulders <strong>of</strong> a cheering throng.Rabbi Moshe Tsvy Neriah, head <strong>of</strong> the famous B'Nai AkivaYasheeva (religious school), said during a lecture on Levinger'sbehalf, "It's not time to think, but it's time to shoot right and left."Justice Heim Cohen, a retired judge <strong>of</strong> Israel's supreme court,said, "The way the situation is going now, I would be afraid to saywhere we are going. I never heard <strong>of</strong> anybody who was tried fornegligence after shooting somebody in cold blood.
