Israel also trained thesecret police of recently deposed Panamanian strongman ManuelNoriega.* In fact, Noriega, who trained personally in Israel, alwayswore the Israeli paratrooper wings on the right side of his militaryuniform (they are normally worn on the left). And just to show hownondiscriminatory the Mossad is, it trained both sides in thebloody ongoing civil unrest in Sri Lanka: the Tamils and theSinhalese, as well as the Indians who were sent in to restore order.Because of the bad international reputation of Chile's DINA,Pinochet was looking to revamp the service, and he assigned itschief, General Manuel Contreras, to look after the details.Because Contreras had already approached Israel with thisrequest, the then liaison chief, Nahum Admony, asked his MALATbranch in the liaison department to follow up on the navy request.MALAT, which covered Latin America, was a small branch, withjust three officers and their chief. Two of the officers spent timetraveling around South America, mainly trying to initiate businessties with Israel. One of them, a man named Amir, was in Bolivia atthe time, looking at a factory built by Israeli industrialist SaulEisenberg,** a man so powerful the Israeli government had passeda special law making him exempt from many high taxes so that hewould bring his headquarters to Israel. Eisenberg specialized inwhat are called turnkey operations — building factories, thenhanding the keys of a completely finished project to its owners.In 1976, Eisenberg was the central figure in a political scandaland police investigation in Canada after the federal auditorgeneral'sreport questioned the payment of at least $20 million tohim and his various companies for their role as agent for AtomicEnergy of Canada Limited (AECL) in trying to sell the CANDUnuclear reactor to Argentina andSee Chapter 5: ROOKIES** See Chapter 6: THE BELGIAN TABLE

Lorne Grey admitted at the timethat "no one in Canada knows where the money went."Before Amir left Bolivia, all the relevant background informationwas forwarded to him at the embassy there. It would give him asmuch information as possible on whom he was meeting, theirstrengths and weaknesses — anything headquarters believedwould help him. His flights, hotel room, and all the necessarydetails were arranged from Tel Aviv — even to a bottle ofContreras's favorite French wine, a label listed in his Mossadcomputer file.Amir was told to attend a meeting in Santiago, but not to makeany commitments.Headquarters in Tel Aviv had already replied to the Chileanrequest for secret-police training, saying they would send Amir, anadministrative officer, to discuss the project, but taking care not tosuggest any commitments one way or the other. The purpose ofthe meeting, they said, was simply an initial evaluation.At the airport in Santiago, Amir was met by an official from theIsraeli embassy and taken to his hotel. The next day, he met withContreras and some of his senior personnel. Contreras disclosedthat they had some CIA help at the time, but they didn't think theCIA would assist with certain things they needed to do. Basicallythey wanted to train an internal security unit to handle localterrorism — kidnappings and bombings — and also to protectvisiting dignitaries.Following the meeting, Amir flew to New York to see the MALATdepartment head in a house the Mossad had secured there. (Itwas actually being lent to MALAT by another department, "Al,"which works exclusively in the United States and has safe housesthere, making it more secure to meet there than to fly anotherman into Chile for a meeting.)After listening to Amir's detailed description of the meeting, hisboss said, "We want something from these guys. Let's suck themin first. Let's start something and then turn around and make ourrequest. We'll give them the end of the rope, and then we'll pull itin."It was decided that Amir would meet again with Contreras to workout a deal for training the police unit. At the time,
