As with the federal police,the Mossad's relationship with the central German federalintelligence was poor. But every German district has its own policeand intelligence force, so the Mossad connections are directly withthose.The Mossad also knew that Arafat planned to involve Isam Salem,a doctor, who was the PLO representative in East Berlin, in thedeal to arrange a loan with the Swiss banker, Ganud, for the smallarms needed for Force 17. Ganud had already been placed onstandby in the event the PLO needed an interim loan. Sinceweapons are considered "hot" items, no one wants them aroundfor long, so large interim loans are <strong>of</strong>ten necessary to swing dealsquickly.At the same time, Arafat had decided to bring a large shipment <strong>of</strong>hashish from Lebanon. A group <strong>of</strong> Black Bloc members, in returnfor their just-completed training in Lebanon, would transport thehashish and unload it through the European underworld for cash,then give the cash to Isam Salem. He, in turn, would either pay forthe weapons or pay back Ganud if interim financing had beenrequired. Arafat also planned to use these Black Bloc members totransfer the arms back to Lebanon.All this information came to Mossad headquarters throughYahalomim ("Diamonds"), the department that handlescommunication from agents. Once an agent goes to a targetcountry, he is not handled any more by his katsa. Rather,communication between the agent and the Mossad is donethrough Tel Aviv headquarters.Armed with this information, the head <strong>of</strong> Mossad sat down withthe heads <strong>of</strong> Tsomet, Tevel, and security operations to map outtheir strategy. They had four major objectives: to stop Arafat fromgetting the weapons; to stop the attempted negotiations betweenthe PLO and Israel's foreign <strong>of</strong>fice; to obtain the full load <strong>of</strong>hashish and dispose <strong>of</strong> it for cash; and to extract the loan fromGanud, leaving the PLO holding the bag.
