Inother words, if the French wanted information, they were going tohave to pay something for it.The reason the French were not tipped <strong>of</strong>f about Carlos was asimple matter <strong>of</strong> rivalries and jealousies between two Mossaddepartments: Tsomet, or later Melucha, which handled theMossad's 35 active katsas and was the main recruiter <strong>of</strong> enemyagents; and Tevel, or Kaisarut, the liaison department.Tevel was always struggling with Tsomet to give out moreinformation. Their view was the more they could give otheragencies, the friendlier they became and the more they would getback in return. But Tsomet always resisted, arguing thatinformation shouldn't be given out easily, that something shouldbe received back directly for everything given out.On this occasion, however, when the department heads weremeeting to discuss the request from Oren Riff (then with Tsomet)to give the French most <strong>of</strong> the Carlos file, the normal situation wasreversed. Tsomet wanted to release details, but Tevel didn't. So thehead <strong>of</strong> Tevel, seizing the opportunity to make an internal point,said, "What is this? They want to give the French information?When we want to give out information, you won't let us. So now,we won't let you." They could get away with it because there wasnobody who could look at it later. Nobody they had to answer to.They were a law unto themselves.On the appointed day, Riff watched Carlos enter his apartment.The liaison <strong>of</strong>ficers had spoken to the French and told them whereto pick up Moukharbel, which they did. There was a group <strong>of</strong>other South Americans in Carlos's apartment. They were having aparty.Moukharbel arrived in an unmarked police car along with threeFrench policemen.
