It was one of those houses that actually sitsbehind another and can be approached either by going throughthe house closest to the fronting street and through a garden, orby walking up some stairs and crossing a walkway. With only oneentrance, and therefore, only one real exit, it was an odd place forCarlos to be.Through an apartment sayan, Riff had managed to rent theapartment in the front building that overlooked the courtyard andthe Carlos apartment. It was a small place of the sort tourists rentby the day or week, and Riff was in the top- floor apartmentlooking down on the action.The French police were notified that there was one man in theapartment who was in league with a known arms dealer, andanother (Moukharbel) who wanted to get out of a tricky situationand was willing to talk. The police were not told it was Carlos, norwere they told that Moukharbel was an agent.The story Riff told Moukharbel was that he would get the Frenchpolice to go to him. "You tell them you want to get out and go toTunis. We'll make sure they have nothing on you. You know you'renot safe as long as Carlos is roaming around. They'll show you apicture of Carlos and yourself, and ask you who the other man is."Try to wiggle out of it, say he's a nobody. They'll still want to seehim, so you'll take them to Carlos. They'll arrest him forinterrogation, and then we'll make sure they get the informationabout him and he'll be locked up forever, while you'll be free andliving in Tunis."The plan had some giant holes, but if it brought in Carlos, theMossad didn't care.Riff asked permission from Tel Aviv to transfer most of Carlos's fileto the French so that they would know who they were dealingwith. His argument was that the Mossad was handing them anagent, and if they didn't know who Carlos was, their agent,Moukharbel, would be in great danger. What's more, he was afraidthe French would also be in dan-

After all, they stillknew very little about him.The answer Riff got was that liaison would handle the transfer ofinformation when needed, after Carlos was in custody, anddepending upon items that were negotiable with the French. Inother words, if the French wanted information, they were going tohave to pay something for it.The reason the French were not tipped off about Carlos was asimple matter of rivalries and jealousies between two Mossaddepartments: Tsomet, or later Melucha, which handled theMossad's 35 active katsas and was the main recruiter of enemyagents; and Tevel, or Kaisarut, the liaison department.Tevel was always struggling with Tsomet to give out moreinformation. Their view was the more they could give otheragencies, the friendlier they became and the more they would getback in return. But Tsomet always resisted, arguing thatinformation shouldn't be given out easily, that something shouldbe received back directly for everything given out.On this occasion, however, when the department heads weremeeting to discuss the request from Oren Riff (then with Tsomet)to give the French most of the Carlos file, the normal situation wasreversed. Tsomet wanted to release details, but Tevel didn't. So thehead of Tevel, seizing the opportunity to make an internal point,said, "What is this? They want to give the French information?When we want to give out information, you won't let us. So now,we won't let you." They could get away with it because there wasnobody who could look at it later. Nobody they had to answer to.They were a law unto themselves.On the appointed day, Riff watched Carlos enter his apartment.The liaison officers had spoken to the French and told them whereto pick up Moukharbel, which they did. There was a group ofother South Americans in Carlos's apartment. They were having aparty.Moukharbel arrived in an unmarked police car along with threeFrench policemen.
