Everyone else was kicked out. Hewas skipped over twice for advancement, however, and in 1984when he demanded his file to see why he was not being advanced,he was told it had been misplaced — an unlikely story, since theorganization had only 1,200 people altogether, includingsecretaries and drivers.As a result of that letter, incidentally, the NAKA regulations werechanged so that not more than one other person in the Mossadcould cosign a letter.Anyway, Riff called liaison in Rome and told them to call theirfriend in Italian intelligence, Amburgo Vivani, and give him theaddress of the safe house where the missiles were. "You tell himyou'll call him at a time when all the people involved are there andhe's to come into that apartment only at that particular time," Riffsaid. "That way he can catch them all."A unit of neviot men were casing the place for the Mossad and onSeptember 5, 1973, when they saw all the terrorists go in, theycalled Italian intelligence. The Italians were standing by — so wasthe Mossad, who saw the Italians but weren't seen by them — andthey entered the apartment, arresting five men — from Lebanon,Libya, Algeria, Iraq, and Syria — and confiscating the two missiles.The story given out was that the five had planned to shoot downcivilian airliners from the roof of their apartment as they weretaking off from Rome's Fiumicino airport. This was a ridiculousstory, because the airplanes didn't fly over that apartment. But itdidn't matter. People believed it.At that time, the head of Italian intelligence was very close to theMossad. In fact, the Italian, carrying a concealed camera, used totravel to Arab countries and photograph Arab military installationsfor the Mossad.Even though they caught the terrorists red-handed with two heatseekingmissiles, the Italians released two of the five on bailimmediately. Naturally, they left Rome. The other three werereleased to Libya, but on March 1, 1974, after
BY WAY OF DECEPTION 209they had been flown there, the Dakota plane that had carriedthem blew up on its way back to Rome, killing pilot and crew.There is an ongoing police investigation into that bombing.The Italians claim the Mossad did it, but they didn't. It was mostlikely the PLO. They probably thought the crew had seensomething when they let them off in Libya, or might recognizethem in some other operation. If the Mossad had blown it up, theywould have done it when the terrorists were on board.On December 20, 1973, Carlos was in Paris. He had a place onthe outskirts of the city, a storage place for PLO ammunition. TheMossad was looking for a reason to give the address to the Frenchwithout burning their valuable agent, Moukharbel.That morning, Carlos performed his own style of terrorist act —his infamous "bang, bang" and get out. He left his apartmentcarrying a grenade, hopped in his car, and drove down a street,lobbing the grenade at a Jewish bookstore, killing one woman,and wounding six other people. That was reason enough for theMossad to pass on the address of the ammunition depot, butwhen it was raided by French police, they found weapons, guns,grenades, TNT sticks, propaganda leaflets, about a dozen people,but no Carlos. He had left France the same day.The next day he called Moukharbel from London, wanting to meethim there. Moukharbel said he couldn't go because the Britishpolice wanted him. The Mossad tried to persuade him to go but hewouldn't, so for a time they lost contact with Carlos.Then on January 22, 1974, Carlos called Moukharbel again. "It'sIlyich," he said. "I'm coming back to Paris. I just have to sign a dealtomorrow or the next day."All Israeli installations in Britain immediately went on alert. But itcouldn't be a visible alert in case the call was simply a test byCarlos of Moukharbel's loyalty. They knew that Carlos was alwaysone step ahead of everybody else.Two days later, on January 24, a car went by an Israeli bank inLondon, and the lone man inside the car threw a hand grenade atthe bank, injuring one woman.
