210 BY WAY OF DECEPTIONThe next day, Carlos called a meeting with Moukharbel in Paris.He told him that he had to lay off Israeli targets for the time beingbecause things were too hot, but he had some debts to pay to theJapanese and German gangs, which had to be done before hecould do anything for the PLO.That more or less put the Mossad at ease, and it tied in with otherinformation they had. But with Carlos, you could never be at easefor long. On August 3 that year, three car bombs were set in Paris,two outside newspaper offices and one (detected before it exploded)outside a radio station. The French police thought it was the workof Action Directe. It was, but Carlos had helped them rig and plantthe bombs. Then he had driven to another part of Paris so as to befar from the actual operation.The Mossad subsequently learned that Carlos had received abatch of Russian-made RPG-7 rocket anti-tank grenadelaunchers. The RPG-7 is a compact, easy-to-carry weapon thatweighs only 19 pounds and has a maximum effective range of 555yards on a static target, and 330 yards on a moving target. It willpenetrate armor up to 12 inches thick.On January 13, 1975, Carlos and a colleague, Wilfred Bose,headed for Orly airport looking for trouble. (Bose, a member of theBaader-Meinhof gang, was killed on June 27, 1976, in the famoushostage-saving raid on Entebbe, Uganda.) In any event, the twomen spotted the tail of an Israeli airplane on the tarmac.Carlos drove by again to take another look, stopped the car, andtossed a small bottle of milk onto the road, spilling the liquid ashis signal for the spot where he could best see the Israeli plane.With Carlos's feet planted under the roof racks of his Citroen DeuxChevaux, Bose backed down the road, then drove ahead slowly, atabout 10 miles an hour. As he approached the milk spot, Carlosrose from his squatting position and fired, missing the Israeliplane, but damaging a Yugoslavian plane and one of the airportbuildings. They drove down the road a few yards and stopped thecar. Carlos jumped down, got in the passenger seat, and off theywent.When he returned to the apartment, he told Moukharbel
BY WAY OF DECEPTION 211what he had done, but Moukharbel told him he'd heard about iton the radio and that he'd missed the Israeli plane.Carlos replied, "Yes, we missed this time, but we're going back onthe nineteenth to do it again."Naturally, Moukharbel fed this tidbit to Oren Riff. Again, they didnot want to burn such a valuable agent, so Riff ordered doublesecurity and had all Israeli planes moved to the north side of theairport so that there was just one approach to them, shouldCarlos fulfill his threat.Sure enough, on January 19, after the French had been warnedthere might be a terrorist attack, Carlos arrived with three men inthe car. They made three passes and then stopped, but the Frenchpolice, their sirens roaring, closed in. The men didn't fire. Instead,appearing to throw down their weapons, they ran off, leaving theircar behind. Carlos grabbed a passer-by and put a gun to herhead. One of his colleagues followed suit. For the next 30 minutes,there was a standoff while they negotiated.Although no guns were fired, somehow they got away. Theirequipment was left behind, and Carlos disappeared. EvenMoukharbel didn't know where he was.* * *For the next five months, things were quiet. Moukharbel was stillsupplying valuable information, but he had heard nothing aboutCarlos. At this point he was becoming nervous, too: friends hadtold Moukharbel that some people in Beirut were gettingsuspicious of his activities and wanted to talk to him. By this time,the Mossad had decided to hit Carlos, but all Moukharbel wantedwas a new identity and to get out of the game as quickly as hecould. He had begun to fear that Carlos was on to him.Headquarters didn't want Riff to tackle Carlos himself, nor didthey want the Metsada to eliminate him, so it was decided thatthey should leave the whole thing to the French, although theywere prepared to help out with some information.On June 10, 1975, Carlos phoned Moukharbel, who was
