The Mossad was veryanxious about this. The idea was that if they could get Israelinvolved in Lebanon to help the Christians, then they could wipeout the Palestinians there. But if the Mossacl started talking, theywouldn't get that chance. There was a real undercurrent betweenthem and the foreign office. The foreign office didn't know this, butthe Institute was trying to get the war started, at the same timethat they were busy trying to avoid it. The Palestinians were tryingto find a lead to the Israeli diplomats, and the Mossad was tryingto cut it off.At the same time, the Mossad had learned that Arafat would try tomake use of Francois Ganud, then a 65-year-old Geneva bankerand financial supporter of Carlos's. Arafat's idea, passed along tothe Mossad by Kasim, was to get the money from Ganud to buyweapons in Germany with the help of a group called the BlackBloc, an offshoot of the Red Army Faction (RAF), who in Februaryhad received training in Lebanon from the German advisers sentby Honecker.The Mossad was not happy with U.S. envoy Philip Habib'sapparent progress in his peace mission, so their idea was toinvolve the CIA, telling them the PLO was preparing for war whilethey were talking about peace, in the hopes that this would kill theinitiative, or at the very least stall it. At the time, Begin wasrunning for re-election and had no knowledge of the Mossadplans. The military operation already had a name, "Cedars ofLebanon," and they had begun feeding information to CIA liaison.But on March- SO, with John Hinckley's attempted assassinationof President Reagan, the CIA became distracted, and that part ofthe operation was put on hold.On April 10, Arafat was again meeting Honecker in East Berlin.The next day he was in Damascus at the fifteenth session of thePalestinian Council.On May 15, the Mossad contacted the German anti-terrorist unit,GSG-9 (Grenzschutzgruppe), which they wanted to bring into theoperation for future use.
BY WAY OF DECEPTION 253On June 1, nearly three months after his meeting with Arafat,Naim Khader made an early morning telephone call from his hometo an official in the Israeli foreign office in Brussels arranging ameeting for June 3 to explore the possibility of getting peace talksstarted. On his way to work, a dark-complexioned man wearing atan jacket and sporting a pencil mustache walked up to Khader,shot him five times in the heart and once in the head, walked offthe curb, climbed into a passing "taxi," and disappeared. AlthoughArafat didn't know it then, the Mossad had struck.Nevertheless, Kasim was reporting that Arafat was extremelyagitated at this time. He couldn't sleep at night. He was runragged. He wanted protection and really wanted to get the armsdeal for Force 17 under way.At the beginning of July, there was a series of demonstrations inGermany against U.S. missiles stationed there. On July 9, Arafatwas in Belgrade, Yugoslavia, still pursuing his goal of gettingweapons. About the same time, an Argentine plane coming fromIsrael and loaded with armaments for Iran, crashed into a Russianplane over Soviet airspace. The Americans, angered by the Israelis'selling of arms to Iran, sent Robert McFarlane over to meet withBegin, an event that signaled the beginning of the Iran-Contraaffair, which would blow up publicly several years later.*At the same time, the Syrians had brought missiles into Lebanon,precipitating another crisis, and Lebanese strongman BashirGemayel was warning Syria that this could lead to all-out war.The Syrians, incidentally, are always switching their militarysupport in Lebanon from one group to another based on whatthey call the "balance of weakness." They believe that if one of thefighting factions gets strong, they should back another group tofight it.
