224 BY WAY OF DECEPTIONsuch training courses were offered only in Israel. Subsequently,there have been occasions where Israeli instructors were sentabroad, to South Africa and Sri Lanka, for example. But in 1975-76, the policy was to make trainees come to them.* * *Training still takes place at a former British air-force base just eastof Tel Aviv called Kfar Sirkin. Israel had used it at one time as anofficers' training base, then it became a special-services base, usedmainly for training foreign services.The courses usually last between six weeks and three months,depending on the extent of training required. And they areexpensive. Israel at the time was charging fees between $50 and$75 a night per trainee, plus $100 a day to pay for the instructors.(The instructors saw no part of that money, of course. They stillhad to make do on their regular army pay.) There were alsocharges of $30 to $40 a day per trainee for food, plus about $50 aday for weapons, ammunition, and other incidentals. A unit of 60trainees, for example, would cost about $300 each a day, for atotal of $18,000. For a three-month course, that would be about$1.6 million.On top of that, they would be charged $5,000 to $6,000 an hourfor helicopter rental, and as many as 15 helicopters could be usedin a training exercise. Add to that the cost of special ammunitionused in training: a bazooka shell, for example, cost about $220 aunit, while heavy mortars were about $1,000 each; anti-aircraftguns, some with as many as eight barrels, can fire thousands ofrounds in a few seconds — at between $30 and $40 a shell.It's pure profit. They make a lot of money on these trainingoperations, even before selling any weapons. Then, since thesepeople are trained using Israeli weapons, when they go backhome, they naturally want to buy those weapons and thatammunition to take with them.Amir told Contreras to choose 60 of his best men for the trainingprogram. The command would be set up in three levels: soldiers,sergeants, and commanders, with specific

From that group would come the sergeantsand the higher ranks.When Amir had laid the entire proposal out for Contreras, withouthesitation, the Chilean said, "We'll take it." He also wanted to buyall the equipment his men were going to be trained on, and askedfor either a small manufacturing plant to be set up, or a shelfstock of up to six years' supply of ammunition and replacementparts.Having decided to buy the package, Contreras then began tohaggle a bit over the price, at one point offering Amir severalthousand dollars as a bribe to lower it. But Amir refused, andContreras finally accepted the price.Just before the end of the program's basic-training phase, Amirflew back to Santiago to meet with Contreras."The training went very well," Amir told him. "We're just about topick the men for sergeant training. They were very good. We onlyhad to turn away two of them."Contreras, who had handpicked the men for training, was pleased.After chatting about the program for a while, Amir finally said,"Look, there's something we need from you.""What is it?" asked Contreras."The head of an Exocet missile.""That should be no problem," said Contreras. "You hang aroundyour hotel for a day or two while I make some inquiries. I'll be intouch."Two days later, Contreras called Amir to a meeting."They won't give you one," he said. "I asked, but they won'tapprove it.""But this is something we need," said Amir. "We've done you afavor with the training. We were hoping you'd be able to help usout now that we need something.""Listen," Contreras replied. "I'll get it for you personally. Nevermind the official channels. You pay $1 million, in U.S. cash, andyou've got it.""I'll have to get approval for that," said Amir."You do that. You know where I am," said Contreras.
